Subject: Modification #1 to Grant Agreement - UASI FY 2006 - ("URGENT")
Purpose of Item:
Resolution requesting approval for Modification #1 to Grant Agreement - Urban Area Security
Initiative ("UASI") 2006 to authorize the City Manager to extend this grant award through June 30,
2009; and further authorizing the City Manager to extend and modify any other amendments or
extensions on all matters except dealing with funding changes.

Background Information: (continued)
The United States Department of Homeland Security's Office for Domestic Preparedness ("ODP"),
passed through the Office of Grants and Training ("OG&T"), directly to the State of Florida Division
of Emergency Management (DEM), has sub -granted the Urban Areas Security Initiative ("UASI")
Grant Program III (FY 2006) to the City of Miami ("City") and it contiguous counties, Miami -Dade,
Monroe Counties, City of Hialeah and The Florida Department of Health in the amount of
$15,980,000. This program targets homeland security funding to "high threat" urban areas in order to
prevent, respond to, and recover from threats or acts of terrorism.
The Agreement expired on January 31, 2008 and The State of Florida, Division of Emergency
Management ("DEM"), desires to reinstate and modify this Agreement by extending it to June 30,
2009. Further, authorizing the City Manager to extend and modify any other amendments or
extensions on all matters except dealing with funding changes.
According to grant stipulations, said funds will be utilized by the Department of Fire -Rescue to
address the unique equipment, training, planning, exercise and operational needs of the City of
Miami, Miami -Dade, Monroe Counties, City of Hialeah and The Florida Department of Health and to
assist the City in building an enhanced and sustainable capacity to prevent, respond to, and recover
from threats or acts of terrorism.
