Subject: Resolution Awarding Safe Neighborhood Parks Recaptured Funds
RECOMMENDATION
It is recommended that the Board of County Commissioners (Board) adopt the attached resolution
allocating $609,252 in Safe Neighborhood Parks (SNP) Recaptured Funds to five (5) public agencies
and two (2) not -for -profit organization, and authorizing the County Manager to negotiate and execute
grant agreements with the subject agencies.
SCOPE
The scope of this agenda item reflects the re -allocation of $609,252 in recaptured funds to the following
Safe Neighborhood Parks projects:

FISCAL IMPACT/FUNDING SOURCE
The fiscal impact of this agenda item re -allocates $609,252 in recaptured funds to existing Safe
Neighborhood Parks projects and grantees for completion of improvements.
TRACK/RECORD MONITOR
The Office of Safe Neighborhood Parks, now merged with the Office of Capital Improvements, is
responsible for monitoring and tracking SNP Bond Program recaptured funds distribution and
reimbursements. The responsible party for monitoring these SNP Bond Program allocations is Marcia
Martin of the Office of Capital Improvements (OCI).

BACKGROUND
On July 16, 1996, the Board approved Ordinance No. 96-115 which authorizes issuance, subject to
approval by special election, $200 million in general obligation bonds for park projects; establishes a
Citizens' Oversight Committee and empowers it to administer the bond program; and designates
entities and projects eligible for bond funding. At the November 5, 1996 Special Election, 67% of those
voting approved the bond program.
On May 6, 1997, the Board appointed the Citizens' Oversight Committee. In July 2007 and October
2007, consistent with SNP Oversight Committee Resolution R-1-03 (Attachment 1), the Committee
reviewed written requests for re -authorization of unexpended bond proceeds from 2001 and 2002
expired contracts. After consideration of SNP staff recommendations, the Committee approved by two-
thirds majority vote to re -authorize $609,252 in recaptured bond funds.
In accordance with Ordinance No. 96-115 and Master Bond Resolution No. R=93-97, the Committee
has submitted the attached Report (Attachment 2) recommending allocation of $609,252 in grant
awards from Safe Neighborhood Parks Recaptured Funds to specific entities for specific projects.
