I'm pleased 'o present findings of the Noise Survey conducted to assess sound propagation from Visions
Night Club/Apples Martini Bar in Coconut Grove and its potential impact on the surrounding residential area.
Sonesta Hotel and Suites is located at 2889 McFarlane Road, approximately 700 feet from the center of the
Cocowalk complex. It appears to be the main source of noise complaints. Indeed, there are numerous
references to noise in reviews posted on Google by people who have stayed at this facility. This report will
address and attempt to specifically identify sources that have an impact on the hotel.
Our survey was performed between the hours of 10:30 P.M., June 15 and 12:45 A.M., June 16, 2007. Friday
evenings are representative of the highest level of activity common to this area of Coconut Grove on a busy -
weekend. Indeed, all of the establishments in and around the Coc-owalk district were very busy this evening.
The primary sources of music contributing to the overall sound level observed included Fat Tuesday,
Hooters, Cafe Tu Tu Tango, Visions Night Club, Apples Martini Bar and Johnny Rockets. In addition,
intermittent sound sources were noted; car alarms, motorcycles and car sound systems. At times, their
contribution to overall sound levels was considerable.
Determining the individual contribution of sound levels from each of the establishments active at the time
presents considerable difficulty. From the street level, music from Fat Tuesday, Hooters, Cafe Tu Tu Tango
and Johnny Rockets blended into a cacophonous mass of sound. Music from Visions and Apples could be
heard only intermittently, as it was somewhat lower in level and only audible when doors to these clubs were
opened to allow entrance and egress. The open-air nature of the other clubs ensured that they were audible
at all times at fairly consistent sound levels.
Figure 1 below provides an aerial overview of this section of Coconut Grove. The various clubs are identified
with text.

This information is displayed in the chart format below, Figures 2 through 6. The charts show changes in
level and trends not readily apparent in the figures above. The difference between L50 measured inside
Visions and outside next to Fat Tuesday differed by only two decibels. Energy generated outside will
certainly travel a greater distance than that contained inside a building. Sounds observed along the street
level measured about eight decibels below those measured by Fat Tuesday. The lowest sound levels
recorded were observed along McFarlane Road just outside the entrance to the Sonesta Hotel and Suites;
48.2 dBA.
Long-term sound levels (two) taken on the 8th floor Grove View Terrace were about 20 dBA below those
measured within and around the Cocowalk complex. The minimum sound level here was dominated by air
conditioning equipment located on the rooftop of the building adjacent to the Sonesta. While music could
be heard over this mechanical noise, it was impossible to conclusively identify its source other than that it
emanated from Cocowalk. Its nature was similar to the discordant sounds noted earlier at street level along
Grand Avenue, only at far lower levels. It is safe to say that all of the open-air venues contributed to the
overall sound heard on the 8th floor terrace.
One would expect that sound levels inside rooms and suites at the Sonesta Hotel would be considerably
attenuated by the windows and doors. I would expect that only if these were opened would the music be
audible. However, the influence of atmospheric conditions and variabilities in sound levels generated on a
nightly basis by the clubs, especially the open-air venues, would inevitably have an impact on these
conditions.
When considering the contribution of the various venues generating music audible around the area, the
evidence weighs heavily against the open-air establishments. Those whose music systems are located
inside, such as Visions Night Club and Apples Martini Bar, clearly exhibit far less potential to influence
overall outside sound levels when compared with the other venues mentioned above. On a cautionary note,
I would recommend that doors to both Visions Night Club and Apples Martini Bar be kept closed as much
as possible simply to minimize leakage of sound to the outside.

NOISE LEVEL ANALYSIS TERMS
Sound Pressure Level (SPL) = The RMS sound pressure expressed in dB re 20 microPa, the lowest
threshold of hearing for 1 kHz for a healthy auditory system. [As points of reference, 0 dB-SPL equals the
threshold of hearing, while 140 dB-SPL equals irreparable hearing damage.] See: inverse square law
below. 1 Pascal = 94 dB SPL. Average face-to-face conversation equals approximately 65 dB SPL.
Decibel (dB) = means of expressing power ratios, i.e. the difference between two sound levels, or an
absolute sound level expressed in Sound Pressure Level (SPL) referenced to a standard pressure, i.e. 94
dB SPL = 1 Pascal.
dBA = "A" weighted sound pressure level. Please refer to the attached discussion of weighting filters and
their applications.
-?LM = Sound Level Meter. Device used to measure sound pressure levels.
,in = Lowest, or softest, Sound Pressure Level measured during the test period.
max = Highest, or loudest, Sound Pressure Level measured during the test period.
Leq = Equivalent continuous sound level. The steady level which would produce the same sound energy
over the test period as the specified time -varying sound. This figure is useful for studying long-term trends
in environmental noise. A single Leq number is often used to define an entire measurement period.
= Sound level exceeded 10% of the measurement period. Highest of the Ln figures.
L50 = Sound level exceeded 50% of the measurement period. Median of the Ln figures.
L90 = Sound IevE exceeded 90% of the measurement period. Lowest of the Ln figures. This figure is
most commonly used in estimating true ambient noise level.
Lmean = Mathematically averaged Sound Pressure Level.
NC = Noise Criter. a standardized method of characterizing noise loudness. Extensively used in the
analysis of noise and vibration.
Sone = a subjective unit of loudness for an average listener equal to the loudness of a 1 kHz. sound that
has an intensity 40 decibels above the listener's own threshold of hearing.
Phon = the unit of loudness on a scale beginning at zero for the faintest audible sound (0.00002 Pascals)
and corresponding to the decibel scale of sound intensity with the number of phons of a given sound being
equal to the decibels of a pure 1 kHz tone judged by the average listener to be equal in loudness to the
given sound.

form a spherical field, thus sound energy is inversely proportional to the square of the distance, i.e.,
doubling the distance quarters the sound energy (the inverse square law), so SPL is attenuated 6 dB for
each doubling of distance from the source.
N Dise Reduction Coefficient (NRC) = The average of the individual sound absorption coefficients at 250,
500, 1000 and 2000 Hz, to the nearest .05.
Impact Insulation Class (ICC) = Single -number rating that indicates the amount of impact noise isolation
provided by a floor/ceiling assembly. The higher the number, the better the floor/ceiling assembly.

Sound Level Meter Weighting Networks
The following brief description of how the various weighting networks are used is intended to provide the reader an
understanding of the purposes for and applications of standard weighting networks found in professional sound level
meters. The information is an extract from "The New Audio Cyclopedia, Handbook for Sound Engineers", edited by
Glen Ballou. It can be found on page 21 of that reference publication.
1.16 Weighting ",etworks
Sound level meters come with one or more
weighting networks built in. The question confronting
the user is, `Which one should I use?" The frequency
responses of the three standard networks (A, B and C)
are shown in figure 1-16. In the simplest terms, these
different curves are designed to give readings of
sound pressure level that will correspond, at least
roughly, with human response to the sound. As we
shall see in Chapter 2 "Psycho Acoustics," the
Fletcher -Munson curves show that the human ear is
less sensitive at lower frequencies than at a frequency
of 1 kHz. This effect is greater for lower -level sounds
than for louder sounds. Therefore, it makes sense to
reduce the sensitivity of the sound level meter (chiefly
in the lower frequencies) so that its readings follow the
characteristics of the ear more closely.
The A -weighted curve of Fig. 1-16 is based on
the 40 phon Fletcher -Munson equal -loudness contour
and is to be preferred for measuring lower -level
sounds such as background noise. The B-weighted
curve is based on the 70-phon equal -loudness contour
and is suitable for measuring sounds of intermediate
level. Measurements taken with the A and B
weighting are called weighted sound levels. The C
weighting is essentially flat and is used for very loud
sounds. It is also used when sound pressure levels
are to be measured and generally when th`e sound
level meter feeds a signal to other instruments for
analysis.

When comparing different sound levels, such as in
Table 1-5, it may be expedient to use the A -weighting
for the entire range rather than to shift weighting in the
midst of a series of measurements to be directly
compared.

CASE NO. 2003-0648
Pursuant to Article 6, Section 602 of Ordinance 11000, as amended, The Zoning
Ordinance of the City of Miami, Florida, the subject proposal has been reviewed to allow
a supper club use at 3015 Grand Avenue.
NOTE: The subject proposal shall also require the following special permit:
Class I1 Special Permit as per article 6, Section 602.3.1, for development of new
construct ion within the SD-2 "Coconut Grove Central Commercial District".
The following findings have been made:
• It is found that the proposed supper club use is located within an existing Retail
Specialty Center known as Cocowalk (within the SD-2 District in Coconut Grove)
and is therefore compatible with the area.
• It is fc.:nd that the proposed use is appropriate for the existing space within the
Cocowalk structure.
• It is found that the required parking has been provided as part of the Cocowalk

• It is found that the subject proposal, being that it is a component of an already
approved retail specialty center, has been reviewed and found in compliance with the
following factors: ingress and egress, offstreet parking and loading, refuse and service
areas, signs and lighting, utilities and drainage.

supper club use, due to the late hours of operation permitted in conjunction with
lieuor sales, may have an adverse effect on nearby residential areas for the latter part
of its nightly operations (more specifically, for any operational time after 2 A.M.).
Specific concerns are related to security and offsite parking within the adjacent

Pursuant to Article 6, Section 602 of Ordinance 11000, as amended, The Zoning
Ordinance of the City of Miami, Florida, the subject proposal has been reviewed to allow
a supper club use at 3015 Grand Avenue.
The following findings have been made:
• It is found that the proposed supper club use is located within an existing Retail
Specialty Center known as Cocowalk (within the SD-2 District in Coconut Grove)
and is therefore compatible with the area.
• It is found that the proposed use is appropriate for the existing space within the
Cocowalk structure.
• It is found that the required parking has been provided as part of the Cocowalk
complex.
• It is found that the subject proposal, being that it is a component of an already
