Pursuant to Article 6, Section 602 of Ordinance 11000, as amended, Supplement 16, the
Zoning Ordinance of the City of Miami Florida, the subject proposal VISION
NIGHTCLUB i APPLES .MARTINI BAR & LOUNGE at 3015 Grand Avenue, Tenant
320-410, Miami, Florida, has been reviewed.
The following findings have been made:
It is found that the proposed bar use at an existing restaurant is located within an
existing Retail Specialty Center known as Cocowalk (within the SD®2 District in
Coconut Grove) and is therefore compatible with the area,
• it is found that the proposed use is appropriate for the existing space within the
Coa,owalk structure.
® It is found that the required parking has been provided as part of the Cocowalk
complex.
it is found that the subject proposal, being that it is a component of an already
approved retail specialty center, has been reviewed and found in compliance with the
following factors: ingress and egress, offstreet parking and loading, refuse and service
areas, signs and lighting, utilities and drainage.
• It is found that regarding control of potentially adverse effects generally, the proposed
supper club use, due to the late hours of operation permitted in conjunction with liquor
sales, may have an adverse effect on nearby residential areas for the latter part of its
rightly operations (more specifically, for any operational time after 2 A.M.). Specific
concerns are related to security and offsite parking within the adjacent neighborhood
at such a late hour.
▪ It is found that this analysis is based on the proposal presented for "VISION
NIGHTCLUB ! APPLES MARTINI BAR & LOUNGE" only and should not apply to
any future supper club proposals for the same location.
It is found that upon compliance with conditions set forth below, this project will not
have any adverse impacts on the surrounding area.
Based on these findings, the Planning Department is recommuding approval of the
application with the following conditions:
Approval of this special exception shall run with this operator only; any changes
to a different operator shall require a separate Special Exception.
2, The proposed facility shall provide security during the operating hours between
2 A.M. and 5 A.M. the applicant shall submit a security plan, which specifies
the number of security personnel and locations for said personnel to be posted,
for review and approval by the Planning and Police Departments, prior to the
issuance of a Certificate of Use as a supper club®
3. The applicant shall promote onsite parking for the hours of 2 A.M. through 5
A.M. by providing some kind of parking voucher system with reduced onsite
parking rates for those hours.
4. in order to discourage enforcement problems with underage patrons during
"nightclub" hours, no one under the age of 21 shall be permitted into the club
between the hours of 2 A.M. and 5 A.M.
