Subject: Amend the Professional Service Agreement with Spillis Candela and Partners, d/b/a Spillis Candela
DMJM ("Spillis") for the Collge of Policing Project B-72910 ("Project").
Purpose of Item:
Resolution authorizing the City Manager to execute Amendment No. 2. This amendment will increase the'
agreement value by $452,096.40 from $2,286,998 to $2,739,094.40. The negotiated amount consists of an
increase in the value of construction administration by $396,146.40 from $439,000 to $835,146.40 for the
addition of full time construction administration plus $28,750 for threshold inspections, and an increase in
owner contingency of $27,200. The use of the design architect as the full-time site representative is typical
industry practice as their work transitions from design to construction administration.
Background Information:
Pursuant to Resolution No. 06-0117, the City authorized the execution of an Agreement with Spillis, the
highest -ranked firm, pursuant to RFQ No. 04-05-112, for the provision of comprehensive architectural and
engineering services for the Project, in a total amount not to exceed $1,400,000. The original scope of work
included designing a 57,000 SF international training facility. Amendment No. 1 was needed when the City
decided to partner with Miami -Dade County Public Schools ("MDCPS") to create an expanded
multifunctional facility. Amendment No. 1 included the design of approximately 45,000 SF of new program
space for MDCPS to integrate a high school within the building as well as approximately 2,630 SF of new
office space for the City's Emergency Operations Management Department adjacent to the City's Emergency
Operations Center ("EOC"). Amendment No.1 increased the contract by $886,998. This resolution authorizes
Amendment No. 2 which is needed to add the following services: 1) Full-time construction administration
services, including extensive daily field supervision to inspect, monitor, record and report on the quality and
quantity of the work; 2) Additional threshold inspections services necessitated by the inclusion of the Miami -
Dade School of Law Studies, Homeland Security and Forensic Sciences into the project program. The total
revised value of the agreement with the addition of these services will be $2,739,094.40.
