Subject: EXTENDING CONSTRUCTION COMMENCEMENT DATE — PALMETTO HOMES
Purpose of Item:
GRANTING TO PALMETTO HOMES OF MIAMI, INC. ("PALMETTO HOMES"), (1) AN EXTENSION
OF TIME, UNTIL DECEMBER 31, 2007 TO COMMENCE CONSTRUCTION, AND AN EXTENSION
UNTIL JUNE 30, 2008 TO COMPLETE CONSTRUCTION ON THE PROPERTY LOCATED AT
5812 NORTHWEST 15TH AVENUE, MIAMI, FLORIDA, LEGALLY DESCRIBED IN EXHIBIT "A",
ATTACHED AND INCORPORATED, FOR THE CONSTRUCTION OF ONE (1) SINGLE FAMILY
HOME ON THE PROPERTY, AND (2) AN EXTENSION OF TIME, UNTIL JUNE 30, 2008, TO
COMPLETE CONSTRUCTION ON THE PROPERTIES LOCATED AT 1466 AND 1468
NORTHWEST 61ST STREET, MIAMI, FLORIDA, LEGALLY DESCRIBED IN EXHIBIT "B" ,
ATTACHED AND INCORPORATED, FOR THE CONSTRUCTION OF ONE (1) SINGLE FAMILY
HOME ON EACH OF THE PROPERTIES; STATING THE INTENTION OF THE CITY COMMISSION
RELATED TO CONVEYANCE OF TITLE TO SAID PROPERTIES; AUTHORIZING THE CITY

Background Information:
Pursuant to Resolution No. 04-0358, adopted May 27, 2004, the Miami City Commission approved
the conveyance, with title reverter provisions, of six (6) vacant parcels located in the Model City
Homeownership Zone to Palmetto Homes of Miami, Inc. ("Palmetto Homes") for the development of
eight (8) single family homes.
Pursuant to Resolution No. 05-0357, adopted May 26, 2005, the Miami City Commission approved
the conveyance, with title reverter provisions, of eleven parcels of City owned land directly to
developers for the construction of affordable housing, with five (5) of the eleven parcels conveyed to
Palmetto Homes for the new construction of affordable single family homes.
Pursuant to Resolution No. 07-0266, adopted May 10, 2007, the City Commission approved granting
Palmetto Homes an extension until December 31, 2007, to (1) complete construction of, and sell the
home located at 5812 Northwest 15th Avenue, Miami, Florida, and (2) commence construction on the
properties located at 1466 and 1468 Northwest 61st Street, Miami, Florida.
Eight (8) of the thirteen (13) properties have been completed and sold.
Due to escalating construction costs and delays, Palmetto Homes is requesting an extension of time
to commence and complete construction on the property located at 5812 Northwest 15th Avenue,
Miami, Florida.
Palmetto Homes notified the City that the final required permits for the properties located at 1466 and
1468 Northwest 61S` Street, Miami, Florida were obtained from the Building Department on
September 3, 2007, and is thereby requesting an extension of time to complete construction on said
properties.
The Administration recommends granting Palmetto Homes (1) an extension of time, until December
131, 2007 to commence construction, and an extension until June 30, 2008 to complete construction
on the property located at 5812 Northwest 15th Avenue, Miami, Florida, legally described in Exhibit
"A", attached and incorporated, for the construction of one (1) single family home on the property,
and (2) an extension of time, until June 30, 2008, to complete construction on the properties located
at 1466 and 1468 Northwest 61 Si Street, Miami, Florida, legally described in Exhibit "B", attached and
incorporated, for the construction of one (1) single family home on each of the properties.
