A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
CONVEYANCE OF SIX (6) CITY -OWNED VACANT PARCELS LOCATED IN THE
MODEL CITY HOMEOWNERSHIP ZONE, LISTED HEREIN, TO PALMETTO
HOMES OF MIAMI, INC., AS DEVELOPER AT NO COST FOR THE
DEVELOPMENT OF EIGHT (8) NEW SINGLE FAMILY HOMES, AFFORDABLE TO
FAMILIES AND INDIVIDUALS OF LOW INCOME, SUBJECT TO THE
DEVELOPER: (1) PROVIDING EVIDENCE ACCEPTABLE TO THE CITY OF MIAMI
("CITY") AND THE MODEL CITY TRUST OF FIRM COMMITMENTS FOR
PROJECT CONSTRUCTION AND PERMANENT FINANCING FOR PURCHASE BY
QUALIFIED HOMEBUYERS, (2) COMMENCING CONSTRUCTION WITHIN
TWELVE (12) MONTHS FROM THE DATE OF CONVEYANCE BY THE CITY, (3)
COMPLYING WITH OTHER TERMS AND CONDITIONS INCLUDING PARCEL
REVERTER PROVISIONS, AS DEEMED APPROPRIATE BY THE CITY MANAGER
AND THE CITY ATTORNEY, AND (4) PROVIDING THE ADMINISTRATION WITH
A STATUS REPORT CONCERNING TITLE TO THE PARCELS WITHIN NINETY
(90) DAYS FROM THE DATE OF CONVEYANCE; AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL NECESSARY DOCUMENT(S), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. 03-1049, adopted September 25, 2003, the City
Commission approved the execution of an Interlocal Agreement between the City of Miami ("City") and
the Model City Community Revitalization District Trust ("Model City Trust"), which provided for the
transfer of certain properties located in the Model City Homeownership Zone to the Model City Trust;
and
WHEREAS, the property remains in the name of the City at this stage and recording fees would be
duplicated unnecessarily if the transfer was to occur to the Model City Trust first and to Palmetto
Homes thereafter; and
WHEREAS, Section 29-B of the Charter of the City of Miami, Florida, as amended, allows -or the
conveyance or disposition of City -owned property in connection with the implementa?pn OD
City -assisted housing programs or projects intended to benefit persons or households of1ow, girt?=•
moderate -income without competitive bidding requirements and fair market value return to the City;)
and
WHEREAS, the Board of Directors of the Model City Trust has authorized the City's directlransfer `-
of the properties to Palmetto Homes (Resolution MCT 04-012);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI,-'
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted

by reference and incorporated as if fully set forth in this Section.
Section 2. The conveyance of the following six (6) City -owned vacant parcels located in the Model
City Homeownership Zone, to Palmetto Homes of Miami, Inc., as the developer at no cost for the
development of eight (8) new single family homes, affordable to families and individuals of low income,
is authorized, subject to the developer: (1) providing evidence acceptable to the City and the Trust of
firm commitments for project construction and permanent financing for purchase by qualified
homebuyers, (2) commencing construction within twelve (12) months from the date of conveyance by
the City, (3) complying with other terms and conditions, including parcel reverter provisions, as
deemed appropriate by the City Manager and the City Attorney, and (4) providing the administration
with a status report concerning the title to the parcels within ninety (90) days from the date of
conveyance:
• 5812 NW 15th Avenue, Orange Heights 14-62, Lot 19, Block 15, 01-3114-035-2890
• 1513 NW 58th Street, Orange Heights 14-62, Lot 20, Block 15, 01-3114-035-2900
• 1527 NW 58th Street, Orange Heights 14-62, Lots 21-23, Block 15, 01-3114-035-2910
• 1611 NW 58th Street, Orange Heights 14-62, Lot 25, Block 15, 01-3114-035-2940
• 1615 NW 58th Street, Orange Heights 14-62, Lot 26, Block 15, 01-3114-035-2950
• 1621 NW 58th Street, Orange Heights 14-62, Lot 27, Block 15, 01-3114-035-2890
Section 3. The City Manager is authorized{1} to execute all necessary document(s), in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
