District Impacted: 3 Ordinance n Emergency Ordinance n Discussion Item n Other Subject: Resolution to approve an emergency finding pursuant to City Code Section 18-90 and to award an Amendment to a contract with Jones Lane LaSalle Americas, Inc. to include additional services for the originally contemplated Orange Bowl Stadium Renovation Project. Purpose of Item: To request approval of the attached resolution, by a four -fifths affirmative vote, adopting the City Manager's finding of an emergency, waiving competitive sealed bidding procedures to authorize the City Manager to execute an Amendment to the agreement dated May 11, 2006, with Jones Lang LaSalle Americas, Inc., for the purposes of including additional services to the originally contemplated scope, such as program management of the Orange Bowl Stadium demolition, and planning, and financial analysis associated with the new development of the Orange Bow] Stadium Site. The work will be performed on an as needed basis. Background Information: On December 19, 2005, the Department of Capital Improvements (CIP) issued a Request for Letters of Interest (RFLI) 05- 06-022 for the purpose of creating a short-list of firms in order to competitively negotiate an Agreement for Program Management services for the Orange Bowl Stadium Renovation. After an Evaluation Committee review and subsequent RFI, based on results of negotiations with short-listed firms, the City Manager determined Jones Lang LaSalle Americas, Inc., to be the first choice for the Services solicited. On May 11, 2006, pursuant to R-06-0279, the competitive proposal process was waived by a four -fifths (4/5ths) affirmative vote of the Commission, determining that Jones Lang Lasalle Americas, Inc. offered the City the most advantageous agreement. The City subsequently entered into an agreement with the firm for the services originally contemplated in the RFLI. The City has since determined the Orange Bowl Stadium will not be redeveloped in light of a decision by the University of Miami to leave the venue. Demolition of the venue is now required to prepare for immediate redevelopment of the site. Program Management services are immediately and seamlessly required for the demolition process, and additionally for the planning, design, construction, and construction administration of any new development of the location. In order to quickly prepare the site for redevelopment, and in consideration of Jones Lang LaSalle's extensive knowledge of the project and project site as described in the attached merno, the City Manager and CIP request to waive the competitive proposal process under City Code Section 18-90, authorizing amendment of the current contract with Jones Lang LaSalle Americas, Inc., to include these additional services.
