The City of Miami and the University of Miami (UM) initiated a redevelopment effort to improve the
game day experience of the attendees at the Orange Bowl Stadium events. The City secured the
services of Jones Lang LaSalle, Americas Inc. (JLL), to provide program, project, construction, and
post -construction management to oversee the design and construction of the renovations of the
Orange Bowl Stadium. Their scope of work also included financial, economic, and marketing
analysis to maximize access to potential sources of revenue.
After extensive negotiations, the City and the UM were unable to reach a redevelopment consensus
and the UM decided to move their football games to another venue. In light of the decision by UM, it
has been determined that the Orange Bowl Stadium should be demolished immediately to prepare
the site for redevelopment. Program Management services are now required for the demolition
process, and additionally for the planning, design, construction, and construction administration of
any new development of the location.
FINDING
The Department of Capital Improvements (CIP) finds and determines that it is in the best interest of
the City to waive competitive bids and authorize an amendment to the current contract with JLL, to
include the desired additional services.
JLL has developed an in depth knowledge base relative to the Orange Bowl Site. They are uniquely
qualified to continue to provide additional services related to the planning, and financial analysis
associated with the development of the Orange Bowl site and applicable outparcels.
Some of the unique qualifications obtained through the Redevelopment planning are:
• Conducted a highest and best use analysis of the property;
• Specific knowledge of the surrounding neighborhoods through demographics studies and
Community Outreach sessions;
• Specific knowledge of the local market through real-estate investigations and surrounding land -
use investigations;
• Research related to current zoning and entitlements;
• Knowledge of the local Retail market through a retail study;
• Knowledge of the local hotel and convention market through a hotel/conference center study;
• Knowledge of the local traffic infrastructure through coordination with the City;
In consideration of both JLL's extensive knowledge of the project and project site, and CIP's desire
for seamless program management, the City Manager and CIP find that it is in the City's best
interest to modify JLL's current agreement and to continue the relationship as the City analyzes and
considers the various options for development of the Orange Bowl Site.
In order to accomplish this, the City Manager and CIP request to waive the competitive proposal
process under City Code Section 18-90, authorizing an amendment to the current contract with
Jones Lang LaSalle Americas, Inc., to include these additional services.
As provided in accordance Section 18-90 of the Code of the City of Miami, we recommend that the
City Manager affirm and adopt these findings and forward the matter to the City Commission for its
approval.
