RECOMMENDATION

It is respectfully recommended that the Miami City Commission adopt the attached Resolution
authorizing the Bayfront Park Management Trust to enter into an agreement, herewith attached, with
AD Systems, Inc., for the purpose of the purchase, complete installation, operation and maintenance
an upgraded outdoor electronic marquee sign (marquee) at Bayfront Park.
BACKGROUND
The Bayfront Park Management Trust (Trust) manages Bayfront and Bicentennial Parks with the
goal of ensuring maximum community participation. The Trust has identified a need for replacing
the current electronic sign (marquee). At the Trust's request, the City of Miami Procurement
Department issued a Request for Letters of Interest (RFLI) to solicit proposals for that purpose.
RFLI No. 04-05-098 for purchase and complete installation, operation, and maintenance of an
upgraded outdoor electronic Marquee Sign ("Marquee") at Bayfront Park was issued on August 2,
2005, and two (2) responses were received by 1:00 pm, August 24, 2005. The Bayfront Park
Procurement Evaluation Committee ("Committee"), appointed by the Chairperson of the Trust and
approved by the City Manager, met on two (2) occasions, including the final meeting held on
October 14, 2005, at which time oral presentations were provided by the two (2) proposers.
Following the oral presentations, the Committee completed its evaluation of the two (2) Proposers,
and recommended the firms in the following order, stipulating that should negotiations fail with the
first ranked firm, the Trust should then negotiate with the second ranked firm: 1. AD Systems, Inc.;
2. Dade Media, Inc. The City Manager approved the Committee's finding as did the Trust at its
November 7, 2005, board meeting. Negotiations ensued and produced an agreement that the Trust
approved at its June 26, 2006, board meeting, subject to City of Miami Commission approval.
The cost of the upgraded marquee sign is to be incurred by AD Systems, Inc., and sponsorship
revenue is to be shared with the Trust. The initial term of the agreement is five years. The Trust will
have two (2) options to extend the term for a period of two (2) years each.
