HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-01541 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHNIENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS NO. 36012, THAT THE SOLE PROPOSER, SHARF & ASSOCIATES, EMPLOYMENT RISK ADVISORS, INC., IS QUALIFIED TO PROVIDE EXPERT TESTING CONSULTANT SERVICES FOR THE CITY OF MIAMI'S DEPARTMENT OF POLICE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR A TWO (2) YEAR PERIOD, WITH OPTIONS TO RENEW FOR THREE (3) ADDITIONAL ONE (1) YEAR PERIODS, IN AN ANNUAL AMOUNT NOT TO EXCEED $100,000, RESULTING IN A POTENTIAL TOTAL CONTRACT AMOUNT NOT TO EXCEED $500,000; ALLOCATING FUNDS FROM THE DEPARTMENT OF EMPLOYEE RELATIONS GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 00001.171000.531000. WHEREAS, on May 4, 1999, the Federal Court issued an Order that dissolved the Consent Decree involving the areas of test development, score analysis, job analysis, and selection procedure review with respect to all operating departments of the City of Miami ("City") with the exception of the City's Department of Police ("Department"); and WHEREAS, an Expert Testing Consultant will be working with the Department of Employee Relations to prepare the necessary analysis and documentation required for the dissolution of the Consent Decree with respect to Police Officer and Police Lieutenant classifications; and WHEREAS, Request for Proposal ("RFP") No. 36012 was issued to secure Expert Testing Consultant Services for the Department; and WHEREAS, registered suppliers were notified and the RFP was advertised in newspapers of general circulation; and WHEREAS, one (1) proposal was received and evaluated by the Evaluation Committee; and WHEREAS, the Evaluation Committee determined that the sole proposer, Sharf & Associates, Employment Risk Advisors, Inc., is qualified to provide Expert Testing Services; and WHEREAS, the City Manager concurred with the findings of the Evaluation Committee; and WHEREAS, the terms, conditions, and prices have been negotiated with Sharf & Associates and a Professional Services Agreement ("PSA") has been drafted, in substantially the attached form; and WHEREAS, the City Manager is seeking City Commission authorization to execute said PSA; City of Miami Page 1 of 2 Printed On: 12/24/2007 File Number: 07-01541 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to RFP No. 36012, that the sole proposer, Sharf & Associates, Employment Risk Advisors, Inc., is qualified to provide Expert Testing Consultant Services for the Department, is accepted. Section 3. The City Manager is authorized{1} to negotiate and to execute a PSA, in substantially the attached form, for a two (2) year period, with options to renew for three (3) additional one (1) year periods, in an annual amount not to exceed $100,000, resulting in a potential total contract amount not to exceed $500,000, with funds allocated from the Department of Employee Relations, Account Code No. 00001.171000.531000. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS: JOR LDEZ CITY ATTORNEY pas Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
