TO: ALL PROSPECTIVE BIDDERS:
The following changes, additions, clarifications, and deletions amend the Bid Documents of the
above captioned IFB, and shall becorne an integral part of the Contract Documents. Please note
the contents herein and reflect same on the documents you have on hand.
Q1. What was the amount of this contract for 2005 and 2006 at Bayfront Park?
Al. Actual security & parking expenses:
FY 05/06 $352,319
FY 06/07 $286,930
Q.Z. What is the hourly rate presently being paid for security personnel and security
supervisor at Bayfront Park arid the Orange Bowl?
A2. Bayfront Park: Security: $12.50
Supervisor: $14.50
Q3. Is this bid non-exclusive?
A3. Yes.
Qd. Does this contract allow thou) companies which bid for this contract not having the
lowest aggregate bid the ability to solicit promoters for business and work in
Bayfront Park Management Trust managed properties?
A4. Yes. The successful bidders' contract will be for City Sponsored Events and will be
recommended for use to Promoters for their events but not guaranteed.

Q5. Must part-time, as needed (employees (Crowd Management & Parking Personnel who
work events) be paid under the City of Miami Living Wage Ordinance ($10.92 an hour
with a health benefit plan, and at least $12.17 an hour without a health benefit plan)?
Or would part-time, as needed employees be considered under the Florida Minimum
Wage Law?
A5. All should be paid under the City of Miami Living Wage rates as shown above.
Q6. Will the amount bid in 2007 be in effect through 2011 provided the two (2) 1-year
options to renew are exercised?
A6: Yes. The amount bid by the successful bidder, will be in effect throughout the term of the contract
and Options To Renew.
Q7. Is there a provision In this contract for holiday differential rate, Le. time and one-half?
A7. Negative. Rates remain the same throughout the contract period.
Q8. What documentation is used to prove record of performance for a minimum of three
(3) years, I.e. date of State of Florida Incorporation, City of Miami Occupational
License, Miami-Dade/Browaard County Occupational License, State of Florida
Division of Agriculture Security Agency License, ail of the aforementioned? Note:
Companies at pre -bid conference on October 16, 2007 must have three (3) years of
verified corporate records with State of Florida and City of Miami, correct?
A8. References required, in the front Header Section, must include prior customers over the last
three years for events of this :required magnitude. These are verified. Copies of licenses
only reflect that you have been din business for these years.
Q9. If the Bayfront Park Management Trust/Orange Bowl determines the amount of
personnel for an event, does the awarded bidder assume insurance liability if a lack
of personnel causes an unsafe environment and inadequate personnel to cover that
particular event?
A9. Yes. The Bayfront Park Management Trust and Miami Police Department decide on the
appropriate level of security for each event. It is the successful bidder's responsibility to
provide the requested personnel and assume the liability.

010. Can bidder sit with a representative from procurement in order to properly
understand and complete bld?
A10. No. The worksheet was completely discussed, including all entry line items and everyone in
attendance indicated they were clear on all items discussed at the mandatory pre -bid
meeting. It was also strongly suggested, at the meeting, that you meet with your accountant
or Certified Public Accountant to determine the amounts for the required entries. These
amounts must be correct so ttiat you will be able to answer the line Item entry requirements
in the bid correctly.
Q12. Please provide the Schedule of events for 2008 & 2009.
Al2. Programs are being finalized for first quarter of 2008 only. See attached Schedule of Prior
Events for 2007 and 2006 on front Header page for history.
Q13. Which events will require Crowd Management and Parking Services personnel?
A13. The 07/08 budget contemplates 60 events where these services would be needed. Of
course, that is a projection. WE could do more events or we could do less.
Q14. What is the approximate number of staff required for each event?
A14. As discussed in the meeting, the number of personnel required can range from one (1)
person to three hundred fifty (350).
ALL OTHER TERMS AND CONDITIOWS OF THE IFB REMAIN THE SAME.

Supplier shall provide necessary supervisory personnel for the staffing listed above in a ratio of 1 per 12
uniformed staff.
3.3.4.1. Supplier will also provide ore Crowd Management Manager, as required, as the overall event
supervisor, and Supplier's liaison to the Stadium Manager or designee.
3.3.4.2. Supervisors will ensure that .s.1 Supplier personnel are familiar with the basic information
regarding the facility and the event in order to properly and correctly provide information to the guests.
3.3.5. Guest Services Personnel
3.3.5.1. Elevator operator
3.3.5.2. Guest information desk
3.3.5.3. Distribution of handout material
3.3 6. ALL OTHER CITY OF MIAMI FACILITIES
All other City of Miami facilities as deeerrnined by department heads, or approved designee, trey utilize
any or all of the above services being provided to the Trust and the City of Miami Orange Bowl Stadium.
