AVISO AL PUBLICO
La Comision de la Ciudad de Miami, Florida celebrara una reunion publica el 10 de
abril a las 9:00 a.m., en la Camara de la Comision en el Ayuntamiento, 3500 Pan
American Drive, Miami, Florida, con el proposito de suspender los requisitos de obte-
ner Iicitaciones selladas para procurar servicios y piezas de repuesto/equipos para el
sistema automatizado computarizado de combustible (FuelOmat Fuel Management
System) situado en el 1390 N.W. Calle 20, Miami, Florida, para el Departamento de
Administracion de Servicios Generales, Division de Manejo de Flotilla, de AHA
Electronic & Fuel Systems, Inc., proveedor de unica fuente, en un contrato en base
de cuando sea necesario, por un (1) ano, con la opcion de anadir dos (2) periodos de
un ano con precios fijos y firmed durante el periodo de tres anos.
El sistema de Orpak USA, Inc. (antes conocido como Rapac Network International,
Inc.) Ilamado FuelOmat Fuel Management System es un sistema unico y la unica
fuente para el sistema en el Sur de la Florida es AHA Electronic & Fuel Systems, Inc.
Esta accion este siendo considerada bajo la Seccion 18-92 del Codigo de la Ciudad
de Miami, enmendado, y requiere un voto afirmativo de 4/5 de la Comision de la
Ciudad de Miami despues de una audiencia publica adecuadamente anunciada. La
recomendacion y juicios a ser considerados en este asunto estan presentados en la
resolucion que ha sido propuesta y en esta Seccion del Codigo, las cuales son incor-
poradas por referencia aqui y estan disponibles como archivos publicos de la Ciudad
de Miami. La Audiencia Publica sera celebrada en conjunto con la reunion regular de
la Comision de la Ciudad, que tendra lugar en el 3500 Pan American Drive, Miami,
Florida.

and replacement parts/equipment for the automated computerized fuel facility system (FuelOmat Fuel
Management System) located at 1390 N.W. 20th Street, Miami, Florida, for the Department of General
Services Administration, Fleet Management Division, from AHA Electronic & Fuel Systems, Inc., sole
source provider, on an as -needed contract basis for one (1) year, with option to extend for two (2) additional
one-year periods with prices fixed and firm for th'e three year period.
Orpak USA, Inc.'s (formerly know as Rapac Network International, Inc.) FuelOmat fuel management system
is proprietary and its sole source supplier in the South Florida area is AHA Electronic & Fuel Systems,
Inc.
This action is being considered pursuant to Section 18-92 of the City Code, of the City of Miami, as amended,
and requires a 4/5th affirmative vote of the Miami City Commission after a duly advertised public hearing.
The recommendation and findings to be considered in this matter are set forth in the proposed resolution
and in this Code Section, which are deemed to be incorporated by reference herein and are available as
public records from the City of Miami. The Public Hearing will be held in conjunction with the regularly
scheduled City Commission meeting at. City Hall, located at 3500 Pan American Drive, Miami, Florida.
Inquiries from other potential sources who feel that they might be able to satisfy the City's requirements
for this item may contact Terry Byrnes, Sr. Procurement Specialists, at the City of Miami Purchasing

para el antes citado proyecto crea un perjuicio al bienestar

sobreseer los procedimientos de obtencibn de ofertas
competitivas. El administradorde la Ciudad ha investigado
e indentificado a la firma antes citada como poseedora
de excelentes calificaciones orientadas'especificamente
al proyecto anteriormente citado y un excelente histonal
de experiencia en proyectos del tamailo y complejidad
del presente. Adicionalmente, el Administrador de la Ci-
udad ha determinado que dicha firma'esta debidamente
certificada y licenciada Como' consultores singularmente
calificados para hacerse cargo y eje-,cutar el trabajo nec-
esario en'beneficio de la Ciudad.

The Miami City Commission will hold a Public Hearing on April 10, 2008 beginning at 9:00 am to consider
whether it is in the public's best interest that the City select consultants to provide additional services for
the Miami 21 Master Plan by method other than competitive bid as follows:
• The City of Miami, Florida is currently engaged in a Citywide town planning project known as
the "Miami 21 Master Plan". The additional services consist of the preparation for additional
Town Planning, public meetings, and Urban Design services for the Citywide Miami 21 Master
Plan, increasing the authorized amount for the Miami 21 Work Order by an amount not to
exceed $510,000. The total estimated cost based on the entire scope of services proposal for
the Miami 21 Master Plan is an amount not to exceed $2,210,000.00.
The City of Miami proposes to select Duany Plater-Zyberk & Company, LLC formerly known as Duany
Plater-Zyberk & Company, Inc., Master Planners and Prime Consultant, to provide additional Town Plan-
ning, public meetings, and Urban Design services for the Miami 21 Master Plan. This action follows the City
Manager's written finding of a valid public emergency to the effect that the time required for the competitive
procurement and award of contract for said project creates an undue hardship on the public welfare, thus it
is in the best interest of the public to waive competitive procurement procedures. The City Manager has in-
vestigated and identified the aforementioned firm as having excellent qualifications distinctly geared to the
aforementioned project and a substantial record of experience in projects of like size and complexity. The
City Manager has further determined that said firm is appropriately licensed and certified as consultants
uniquely qualified to undertake and perform the required work on behalf of the City.
This action is being considered pursuant to Florida Statutes 287.055 (Consultant's Competitive Negotiation
Act) and Sections 18-85 (Competitive Sealed Bidding/Waiver Procedures), 18-87 (Professional Services
as defined in F.S. Section 287.055) and 18-90 (Emergency Procurements) of the Code of the City of Mi-
ami, as amended. The criteria to be considered in this matter are set forth in the proposed resolution and
