Subject: Accept Grant - Cybersecurity Program
Purpose of Item:
A Resolution of the Miami City Commission, authorizing the acceptance of a Florida
Local Government Cybersecurity Grant(s) from the Florida Digital Service (FL[DS]) to
provide cybersecurity technical assistance to local Florida governments to improve their
cybersecurity posture and resiliency, in any amount that will be awarded to the City (the
total grant amount is $40,000,000.00), further authorizing the City manager to Execute a
Grant Agreement(s) ("Agreements"), and all other necessary documents, including
amendments and modifications to said Agreements, in a form acceptable to the City
Attorney, renewals, and extensions, and the acceptance of grant funds in the event of
the award of the grant(s) for fiscal year 2024 — 2025 for said purpose.
Background of Item:
The State of Florida has made historic investments in cybersecurity funding, including
Thirty Million ($30,000,000.00) last year, and Forty Million ($40,000,000.00) this year for
a competitive grant to equip local governments with cybersecurity capabilities. This
Florida Local Government Cybersecurity Grant Program is intentionally and flexibly
designed with options to meet the unique needs of local governments from Pensacola
to Key West, regardless of capabilities, resources, or challenges. The Department of
Innovation and Technology participated in the program last year and were awarded five
capabilities. We are participating this year also in the program to keep the current
capabilities and request additional capabilities in two (2) rounds. Obtaining various tools
that offer unique capabilities for detecting, investigating, and responding to
cybersecurity threats in conjunction with one another can provide a comprehensive and
proactive approach to cybersecurity that covers data analysis and monitoring, loT
device security, and endpoint protection. By leveraging the strengths of each tool, City
can better protect against the growing threat of cyberattacks.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT, ALLOCATE AND APPROPRIATE GRANTS FROM THE
STATE OF FLORIDA'S DEPARTMENT OF MANAGEMENT SERVICES FOR THE
LOCAL GOVERNMENT CYBERSECURITY GRANT PROGRAM FOR
CYBERSECURITY TECHNICAL ASSISTANCE SERVICES AND COMMODITIES,
WITH NO REQUIRED CITY OF MIAMI ("CITY") MATCH, FOR THE VALUE OF THE
SERVICES, LICENSES, OR COMMODITIES TO BE DETERMINED, IN THE EVENT
OF AN AWARD; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE A GRANT AGREEMENT, INCLUDING ALL NECESSARY
DOCUMENTS, AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE AND
ADMINISTRATION OF THE GRANTS AND COMPLIANCE WITH THE TERMS AND
CONDITIONS THEREOF AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the State of Florida's Department of Management Services through the
Florida Digital Service ("FLDS") has the authority, pursuant to Section 200, Fiscal Year 2024-
2025 General Appropriations Act, ("Florida Appropriation"), to provide nonrecurring assistance to
local governments for the development and enhancement of cybersecurity risk management
programs ("Purpose"); and
WHEREAS, in 2023-2024 FLDS awarded the City of Miami ("City") a Grant (Grant
Number DMS-22/23-376) through the Florida Local Government Cybersecurity Grant Program
("Program") for implementing five Cybersecurity tools; and
WHEREAS, the Florida Appropriation established a Forty Million Dollar ($40,000,000.00)
general revenue fund for 2024-2025 to be awarded in two (2) rounds for the Purpose in the
forms of services, licenses, or commodities; and
WHEREAS, the FLDS Program is a competitive program to extend the cybersecurity
capabilities of the FLDS Cybersecurity Operations Center to Florida municipal and county
governments to improve their cybersecurity posture and resiliency; and
WHEREAS, the City has applied to continue with the capabilities awarded last year and
is fully qualified and eligible to receive the grants from FLDS for additional capabilities going
forward, in accordance with the terms and conditions of the Program; and
WHEREAS, the grants will enhance the City's cybersecurity framework, identify and
mitigate risks, and protect the infrastructure from threats, if awarded; and
WHEREAS, the total value of the services, licenses, or commodities will be determined
at the time of the award to the City; and
WHEREAS, in the event of the award, it is appropriate for the City Commission to
authorize the City Manager to accept, allocate and appropriate the grants and to negotiate and
execute the grant agreement, including any and all necessary documents, amendments,
renewals, and extensions, all in forms acceptable to the City Attorney, for the acceptance and
administration of the grant and compliance with the terms and conditions thereof;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept, allocate and appropriate the
grants, in the form of services, licenses, or commodities, in the event of an award(s) for Fiscal
Year 2024-2025 without the need for further City Commission approval and to negotiate and
execute, all in forms acceptable to the City Attorney, amendments, modifications, renewals, or
extensions for the Purpose stated herein.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be imposed including, but not
limited to, those prescribed by applicable City Charter and City Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the
City Commission.
