Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE MIAMI-DADE
COUNTY PROPERTY APPRAISER, IN SUBSTANTIALLY THE ATTACHED FORM TO
PROVIDE ACCESS TO CERTAIN EXEMPT INFORMATION MAINTAINED BY THE
MIAMI-DADE COUNTY PROPERTY APPRAISER
Background of Item:
The City must identify properties within city boundaries for assessing Non -Ad Valorem
assessments, including properties exempt from public disclosure pursuant to section
119.071 of Florida Statutes. The property appraiser will not release said information
without an executed Confidentiality Agreement. Lack of an agreement will result in the
exclusion of approximately 1,092 folios, which will not be billed for the Solid Waste
Assessment. At the rate of $380.00 that equates to $414,960 in revenue at minimum
with one unit per folio.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI ("CITY")
AND MIAMI-DADE COUNTY PROPERTY APPRAISER FOR THE EXCHANGE OF GIS
INFORMATION FOR PROPERTIES CURRENTLY IDENTIFIED AS PROPERTIES
EXEMPT FROM PUBLIC DISCLOSURE PURSUANT TO FLORIDA STATUTES.
WHEREAS, the City of Miami ("City") uses Geographic Information System ("GIS") to
carry out its municipal powers for properties located in the jurisdictional boundaries of the City,
including but not limited to permitting, code compliance, and preparation of the City's budget;
and
WHEREAS, the Miami -Dade County Property Appraiser's Office ("Appraiser") requires
the City to execute a confidentiality agreement in order for the City to access certain records
maintained by the Appraiser relating to specific property owners, including name, home
addresses, telephone numbers, dates of birth, and photographs, which are exempt from public
disclosure under Section 119.071, Florida Statutes ("Exempt Information"); and
WHEREAS, the City has determined the Exempt Information is necessary for the City's
implementation of its municipal duties and receipt of the Exempt Information is in the best
interest of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute an agreement, in substantially the
attached form, for the exchange of the Exempt Information from the Appraiser to the City.
Section 3. This Resolution shall become effective immediately upon its adoption.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
