To accept the bid and authorize execution of an agreement with Horizon Contractors, Inc., the lowest
responsive and responsible bidder, pursuant to Invitation for Bids No. 06-07-012, received October 9,
2007, for the project entitled "Flagami / West End Storm Sewer Improvements, Phase II, B-50695," in
the amount of $5,589,096.50 for the scope of work, plus an additional $558,909.65 owner
contingency, for a total not to exceed contract amount of $6,148,006.15, with funds allocated from
CIP Project No. B-50695.
Background Information:
Eleven bids were received and opened by the Office of the City Clerk on October 9, 2007, at 2:00
p.m, pursuant to formal Invitation for Bids No. 06-07-012, issued September 06, 2007, for the
"Flagami/West End Storm Sewer Improvement Project, Phase II, B-50695." Horizon Contractors,
Inc., is the lowest responsive and responsible bidder, with a bid amount of $5,589,096.50 for the
scope of work. The scope includes construction of a storm sewer system that will consist of new
outfalls, retrofit of existing outfalls with manatee barriers, new exfiltration trench, storm sewer pipe
for gravity conveyance, cross drains, catch basins, manholes, and surface restoration. Road
improvements such as roadway milling & resurfacing, damaged sidewalk replacement, damaged curb
and/or gutter replacement, ADA Compliant Ramp construction and resod of swale at the affected road
blocks by the drainage construction. The location of the project is the Flagami area bounded by W.
Flagler St., SW 8th St., SW 67 Ave., & SW 62 Ave. This project is partially funded by Streets Bonds
which are scheduled to be appropriated on December 13th by separate resolution.
