ENCLOSURES:
An Evaluation Committee comprised of the following individuals reviewed the submittals,
developed a short list of firms from which to solicit additional information and met with the
service providers:
Lon Billberry, Director, Department of Public Facilities
Gary Fabrikant, Assistant Director, Department of Capital Improvements
Meredith Nation, Contracts Manager, Department of Capital Improvements
James Cowdery, Orange Bowl Program Manager, Jones Lang LaSalle Americas, Inc.
Doug Kuster, Project Architect, HNTB Architecture, Inc.
The Committee received five (5) Letters of Interest from firms interested in providing asset
recovery services for the historic/memorabilia and stadium support items. Each firm offered a
unique methodology for performing the work and the Committee determined all of the firms
should be invited to provide detailed information regarding their plans in order to better
understand their:
Management plan;
Marketing plan;
Event plan;
Authenticity/certification plan;
Inventory plan to achieve broad market appeal;
Project team;
Subcontracting plan including local small/minority business participation;
Reporting plan;
Schedule;
Financial control plan;
During the Request for Information process, one of the firms opted not to further pursue the
project with the City. Another two of the firms decided to join together in a prime/subconsultant
relationship. Three firms, Cowan Alexander, Mounted Memories, Inc. (a division of Dreams
Products, Inc.) and Schneider Industries submitted responses to the Request for Information and
met with the Committee.

Cowan Alexander proposed a three phased sales event comprised of a fixed price sale, live
webcast auction and featured online auction. They offered a well -reasoned marketing plan and
have experience in events similar to the ones proposed.
Mounted Memories proposed a major marketing blitz launched by an event to be held at the
Orange Bowl and followed by an on -site sales event, auction, and distribution of memorabilia
items to the retail market. They offered the ability to promote a large-scale event quickly and
have vast international experience in the sales and marketing of sports and entertainment related
items.
Schneider Industries proposed a marketing campaign to sell stadium seats and benches and an
auction to sell other memorabilia and stadium support items. They offered a partnership with
S&S Seating, an expert in the area of stadium seating and have experience in events similar to the
ones proposed.
The Committee deliberated extensively discussing which methodology would provide the City
with the best combination of commemorative activities, local appeal and revenues. It was
determined that the approach offered by Mounted Memories is the preferred methodology to
create both an immediate and long term value for the Orange Bowl, properly honoring the site
and its historic significance to the community.
Any of the firms who competed during this competitive negotiation process could successfully
sell the assets within the Orange Bowl for the City of Miami. The Committee was unanimous in
their opinion that Mounted Memories provides the best combination of sales and marketing
expertise, event promotion experience, creativity and an understanding of the local market. Only
Mounted Memories presented the City with a unique event designed to celebrate the history of
the stadium and the many events held there. Only Mounted Memories proposes to design,
manufacture and distribute an array of Orange Bowl specific projects to a local, national and
international market.
The Committee is very pleased with the outcome of the competitive negotiation process and
encourages the approval of the recommended firm. In the event that Mounted Memories does not
sign the negotiated agreement within seven (7) days of Commission approval, the Committee
recommends entering into an agreement with Schneider Industries, Inc.
Your signature below will signify your concurrence with the above recommendation and your
assimilation of these findings as your own justification for the waiver of competitive bids and the
selection of the specified firm.
