Subject: Authorizing payments to specific entities for past and future events pursuant to the incentive
program outlined in the Sales Initiative Plan, as may be amended from time to time, by the Downtown
Hotel Task Force
Purpose of Item:
A Resolution of the Miami City Commission, authorizing the City Manager to make payments to
specific entities for past and future events, pursuant to the incentive program outlined in the Sales
Initiative Plan, as may be amended from time to time, whereby its criteria and funding was approved
by Resolution 02-1300 and timeframe for funding indicated in said Resolution shall now be extended
beyond the four years, to assist the Downtown Hotel Task Force increase conventions and tourism in
Downtown Miami, with funds hereby allocated from a Special Revenue Account, subject to budgetary
approval.

Subject: Authorizing Payments to Specific Entities Approved by the Downtown Hotel Task Force
Pursuant to the Sales Initiative Plan
Background Information:
On December 12, 2002, the City Commission adopted Resolution 02-1300 allocating $50,000 annually
for the next four years for a total amount of $200,000, to assist the Downtown Hotel Task Force in its
Sales Initiative Plan for the purpose of increasing conventions and generating tourism in Downtown
Miami, provided that the criteria set forth in the Sales Initiative Plan are met including, but not limited
to: (1) participating hotels matching at least 50% of the City of Miami's contribution; (2) a maximum
contribution by the City up to $25,000 will be allocated to any one event; and (3) the Greater Miami
Convention and Visitor's Bureau will provide in -kind services to support each event.
The Florida Attorney Generals convention has been held and has received reimbursement in the amount
of $18,398 in accordance with the criteria established by the Sales Initiative Plan and Resolution 02-
1300. This event had a total estimated economic impact of $1,800,000 to the greater Miami area as
estimated by the Greater Miami Convention and Visitors Bureau (GMCVB).
To date, four other groups (National Baptist Convention, Choral Directors, Department of Education,
and USA Fencing) have held their events and been deemed eligible for reimbursement by the Hotel Task
Force. The total estimated economic impact of these events is estimated to be over $38,000,000 to the
greater Miami area as estimated by the GMCVB and the Miami -Dade Sports Commission.
Attached is a summary of the events approved for funding along with conventions and/or events that are
currently being considered for possible allocation of funding as provided pursuant to Resolution 02-
1300.
