A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY
MANAGER TO MAKE PAYMENTS TO SPECIFIC ENTITIES FOR PAST AND
FUTURE EVENTS, PURSUANT TO THE INCENTIVE PROGRAM OUTLINED IN
THE SALES INITIATIVE PLAN, AS MAY BE AMENDED FROM TIME TO TIME,
WHEREBY ITS CRITERIA AND FUNDING WAS APPROVED PURSUANT TO
RESOLUTION NO. 02-1300, ADOPTED DECEMBER 12, 2002; EXTENDING THE
TIMEFRAME FOR FUNDING INDICATED IN SAID RESOLUTION, BEYOND THE
FOUR YEARS, TO ASSIST THE DOWNTOWN HOTEL TASK FORCE BY
INCREASING CONVENTIONS AND TOURISM IN DOWNTOWN MIAMI;
ALLOCATING FUNDS, FOR SAID PURPOSE, FROM A SPECIAL REVENUE
ACCOUNT, SUBJECT TO BUDGETARY APPROVAL.
WHEREAS, on December 12, 2002, the City Commission adopted Resolution No. 02-1300
allocating $50,000, annually for the next four years for a total amount of $200,000, to assist the
Downtown Hotel Task Force in its Sales Initiative Plan for the purpose of increasing conventions and
generating tourism in Downtown Miami, provided that the criteria set forth in the Sales Initiative Plan
are met including, but not limited to: (1) participating hotels matching at least 50% of the City of
Miami's ("City's") contribution; (2) a maximum contribution by the City up to $25,000, being allocated
to any one event; and (3) the Greater Miami Convention and Visitor's Bureau providing in -kind
services to support each event; and
WHEREAS, conventions and events are represented by corporate sports markets and
associations and are targeted by the Sales Initiative Plan and planned several years in advance; and
WHEREAS, the Florida Attorney General's convention has been held to -date and has received
reimbursement in the amount of $18,398, in accordance with the criteria established by the Sales
Initiative Plan and said Resolution; and
WHEREAS, the Downtown Hotel Task Force has additionally approved the allocation of funding
for four conventions and/or events which have already occurred; and
WHEREAS, the Downtown Hotel Task Force has identified other potential conventions and/or
events which may qualify for these funds, subject to compliance with the established criteria within
the Sales Initiative Plan; and
WHEREAS, the Downtown Hotel Task Force continues to approve funding from the initial
$200,000, allocation approved by the City Commission for events;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to make payments to specific entities for past and
future events, pursuant to the incentive program outlined in the Sales Initiative Plan, as may be
amended from time to time, whereby its criteria and funding was approved pursuant to Resolution No.
02-1300, adopted December 12, 2002.
Section 3. The timeframe for funding indicated in said Resolution, shall be extended, beyond the
four years, to assist the Downtown Hotel Task Force by increasing conventions and tourism in
Downtown Miami, with funds allocated, for said purpose, from a Special Revenue Account, subject to
budgetary approval.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
