A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "COMPASSION
CAPITAL FUND (CCF) DEMONSTRATION GRANT PROGRAM," CONSISTING OF
A GRANT FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN
SERVICES, OFFICE OF COMMUNITY SERVICES, ADMINISTRATION FOR
CHILDREN AND FAMILIES, IN THE AMOUNT OF $500,000, PER YEAR, AND THE
CITY OF MIAMI'S REQUIRED MATCHING FUNDS IN THE AMOUNT OF $50,000;
ALLOCATING THE AMOUNT OF $50,000, FROM THE CITYWIDE POVERTY
INITIATIVE PROGRAM, ACCOUNT NO. 15500.101000.891999.0000.00000;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND
TO EXECUTE THE NECESSARY DOCUMENTS, IN SUBSTANTIALLY THE
ATTACHED FORM, TO IMPLEMENT ACCEPTANCE OF SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant, in the amount of $500,000, for
funding Miami Network for Integration, Compassion and Empowerment ("NICE"), a capacity -building
program for faith -based and community organizations ("FCBOs") in the community; and
WHEREAS, the Miami NICE grant will help FCBOs improve program effectiveness and
organizational management, improve ability to access and manage funds from diverse sources,
develop and train staff, expand the types and reach of social services programs, and develop
promising collaborations among organizations dedicated to social service delivery; and
WHEREAS, the City will partner with social service providers for the Miami NICE program,
including The Children's Trust, Alliance for Human Services, Center on Non -Profit Effectiveness,
Family and Children Faith Coalition, Miami -Dade County and United Way; and
WHEREAS, matching funds in the amount of $50,000, required from the City as a condition of said
grant, are available from the Citywide Poverty Initiative Program; and
WHEREAS, said grant is awarded for a period of three years, beginning September 30, 2007
through September 29, 2010; and
WHEREAS, it is appropriate for the City Manager to accept said grant and to establish a special
revenue fund for the appropriation of said grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI.
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are

appropriated as described below:

Section 3. The City Manager is authorized{1} to accept said grant award and to execute the
necessary documents, in substantially the attached form, to implement acceptance of said grant
award.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
