A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SOLVING COLD
CASES WITH DNA," CONSISTING OF A GRANT AWARD FROM THE UNITED
STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, IN THE
AMOUNT OF $441,063; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, IN
SUBSTANTIALLY THE ATTACHED FORM, TO IMPLEMENT ACCEPTANCE OF
SAID GRANT.
WHEREAS, the City of Miami Police Department has been awarded a grant, in an amount not to
exceed $441,063, for funding the "Solving Cold Cases with DNA" program to review, prioritize,
examine and evaluate homicide cold cases to identify physical evidence with the potential to yield
DNA that can be submitted for testing; and
WHEREAS, said grant is awarded for a period of one year and six months starting on January 1,
2008 through June 30, 2009; and
WHEREAS, no matching funds are required from the City of Miami as a condition of said grant;
and
WHEREAS, it is appropriate for the City Manager to accept said grant and to establish a special
revenue fund for the appropriation of said grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following Special Revenue Fund is established and resources are hereby
appropriated as described below:
FUND TITLE: Solving Cold Cases with DNA
RESOURCES: US Department of Justice, Office of Justice Programs $441,063
APPROPRIATIONS: Expenses for the operation of the Solving Cold Cases
with DNA Program $441,063

Section 3. The City Manager is authorized{1} to accept said grant and to execute the necessary
documents, in substantially the attached form, to implement acceptance of said grant award.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
