Subject: Revocable License Agreement (RLA) with Coconut Grove Cares, Inc., a Florida non-profit
corporation, to allow for the use of city -owned property located at 3870 Washington Avenue, Miami,
Florida a/k/a 3900 Thomas Avenue.
Purpose of Item:
A Resolution of the City of Miami Commission, authorizing the City Manager to execute a Revocable
License Agreement ("Agreement"), in substantially the attached form, between the City of Miami and
the Coconut Grove Cares, Inc., a non-profit corporation ("Licensee"), for the use of approximately
5,000 square feet of city -owned property located at 3870 Washington Avenue, Miami, Florida a/k/a
3900 Thomas Avenue by the Licensee, on a month -to -month basis for the purpose of providing after -
school youth and parenting program activities for "at risk" West Grove residents as well as related
administrative offices; providing for the payment of an annual Use Fee ("Use Fee") of One Hundred
Dollars ($100.00) and a guarantee deposit of Five Hundred Dollars ($500.00) ("Guarantee Deposit");
further authorizing the City Manager to execute all necessary documents for said purpose, with terms
and conditions as more particularly set forth in said Agreement.

Subject: Revocable License Agreement (RLA) with Coconut Grove Cares, Inc., a Florida non-profit
corporation, to allow for the use of city -owned property located at 3870 Washington Avenue, Miami,
Florida a/k/a 3900 Thomas Avenue.
Background Information:
Coconut Grove Cares, Inc., a non-profit corporation, has been primarily operating an after -school
intervention program for "at risk" youth from the West Grove community at the city -owned property
located at 3870 Washington Avenue, Miami, Florida (a/k/a 3900 Thomas Avenue) on a month -to -month
basis since circa the mid 1970s.
Commonly known as the "Barnyard," this Coconut Grove Cares program has provided after -school
intervention programming activities such as: arts and crafts, cultural, tutoring/educational, computer
training, self-esteem workshops, tennis and other sports/recreational activities for 'at risk' youth and
parenting skills programming. The program primarily serves local youth from West Grove elementary
and middle schools, two of which are within walking distance to this "Barnyard" location. According to
the City's Parks and Recreation Department, there is no alternative city -owned property available which
is able to adequately house this community -based after -school intervention and parenting skills training
program within the West Grove neighborhood.
The Revocable License Agreement (RLA) provides for the payment of all utilities and maintenance by
the Licensee. In addition, it allows for the termination or cancellation by either party or revocation by
the City at will without prior notice.
