Consideration of a Resolution, approving with conditions, a
Major Use Special Permit pursuant to Articles 5, 9, 13 and 17 of
Zoning Ordinance No. 11000, as amended, for the Element 1 &
2 project, to be located at approximately 601-21 Northeast 30th
Terrace, 525, 601, 615, 621, 629, 637, 645 Northeast 31st Street
and 540, 550, 590, 600, and 608 Northeast 32nd Street, Miami,
Florida will be comprised of two Multifamily High -Density
Residential Buildings with a total of 413 residential units,
approximately 650, 963 square feet of residential floor area
including common areas and residential amenities, and will
provide a total of 645 parking spaces. The taller of the two
structures (Element 1) will have a maximum height of 549 feet
N.G.V.D. at top of parapet.

Recommended denial due to a motion to approve with
conditions, which failed, constituting a recommendation of denial
to City Commission on July 18, 2007 by a vote of 3-3.
