RECOMMENDATION
Application for a Certificate of Appropriateness for the installation of
windows, after -the -fact.
The applicant replaced the windows without getting a permit from the
Building Department or a COA. The tax card clearly shows that the
original window configuration was a multi -light casement that was
consistent with buildings of this age and in this location,
Because the historic district is less than a year old and the neighborhood
is in transition, the owner should be commended for doing work to
improve the quality of the building. However, the replacement of windows
on any structure requires a permit from the Building Department. If the
owner had followed the proper channels, they would have been required
to meet with Staff to discuss the correct window type.
In cases where the original window configuration cannot be determined,
the Board has routinely approved the installation of the one -over -one
single -hung, clear glass windows that the building currently has. In this
case, the tax photo clearly shows a multi -light casement window. The
Design Guidelines clearly state that window replacements should have
the same visual appearance (size and type) as what was original to the
building (if known). This means that the proposed new windows should
have the same number of divisions/lights as the original design, should
be the same type as the original design (i.e. casement), and must be
clear glass only.
Work in a historic district is geared towards re-creating the original
appearance of the building. The current windows are not restorative
because they do not reflect the original historic window type. Therefore,
Staff recommends that the current windows be replaced with a multi -light,
clear glass casement window type that more closely matches the original
windows_
The Preservation Officer recommends that the application for a
Certificate of Appropriateness be approved, subject to the following
conditions, because the work is consistent with the historic and
architectural character of the district in terms of size, scale, design and
materials and complies with the Secretary of the Interior's "Standards for
Rehabilitation,"
The windows shall be replaced with multi -light casement
windows to match the original configuration.
All glass shall be clear, no color or reflective tint.
