HomeMy WebLinkAboutAppeal Update with Photo5255 Biscayne Boulevard Appeal Update HISTORY OF PROPERTY The motel located at 5255 Biscayne was built in 1947. It is a contributing structure within the Biscayne/MiMo Historic District. ISSUE WITH THE NEW WINDOWS WORK DONE WITHOUT PERMITS STAFF OUTREACH RECOMMENDATION The building retains most of its character defining features, including the glass block window in the front central bay, the projected patios at the front corners of the building, and the brick facing along the first floor facade. We have a historic tax photo of the property, so we know that the original windows were casement windows. Therefore, this is the type of window that should have been used in the building's renovations. The owner chose to use one over one single -hung type windows, which look nothing at all like the original multi -pane casement windows. In this case, the use of the correct windows would have brought the building almost entirely back to its original appearance. Had the applicant chosen to apply for building permits for this work, we would have been able to Wolin the applicant of the appropriate window type. Unfortunately, no building permits were applied for. The Preservation Officer spent over an hour meeting with the owner to assist them in the dilemma, and even spent a great amount of time on the phone with the Home Depot managers on behalf of the owner. The Preservation Officer was able to get the managers to agree to take the windows back on the condition that they could be pulled out of the building intact. After that conversation, the owner decided that she did not want to pay to have the windows removed. The Historic and Environmental Preservation Board unanimously voted to allow the windows as installed, but only on the rear of the building. The front and sides of the building would need to have casement windows installed instead of the single hung windows. Staff recommends that the LIE.P Board's decision be upheld.
