A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO REINSTATE, TO AMEND, TO EXTEND,
AND TO EXECUTE THE STATE OF FLORIDA, DEPARTMENT OF
ENVIRONMENTAL PROTECTION ("DEP") AGREEMENT NO. CZ603
AGREEMENT TO REINSTATE, IN SUBSTANTIALLY THE ATTACHED FORM,
WITH DEP FOR DEVELOPING THE VIRGINIA KEY MASTER PLAN ("PROJECT"),
IN THE AMOUNT OF $50,000, WITH A LOCAL MATCH PROVIDED BY THE CITY
OF MIAMI IN THE AMOUNT OF $50,000, AND TO EXTEND THE
REIMBURSEMENT PERIOD THROUGH THE DURATION OF THE PROJECT TO A
COMPLETION DATE OF OCTOBER 31, 2007.
WHEREAS, the City of Miami ("City") was awarded a grant by the State of Florida, Department of
Environmental Protection ("DEP") administering federal funds from the National Oceanic and
Atmospheric Administration ("NOAA") in July, 2005 in the amount of $50,000, with a cash match in the
amount of $50,000, to be provided by the City through DEP Agreement CZ603 State of Florida Coastal
Zone Management Program Grant Agreement pursuant to the NOAA Cooperative Award (the "Grant
Agreement"); and
WHEREAS, the reimbursement period for the Grant Agreement was extended by City Commission
Resolution No. 06-0610, adopted October 12, 2006, and approved by the DEP for the duration of the
Virginia Key Master Plan ("Project") with a completion date of June 30, 2007; and
WHEREAS, the City is requesting and DEP has agreed to a further extension of time to the
existing Grant Agreement to October 31, 2007, to complete a series of public meetings mandated by
the City and by the Miami -Dade County Commissioners to facilitate greater public input into the Project
including areas of environmental conservation, restoration, re -use, and redevelopment of the
landscape;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAIIAI,
FLORIDA:
Section 1. The recitals and findings found in the Preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to reinstate, to amend, to extend and to execute DEP
Agreement No. CZ603 Agreement to Reinstate, in substantially the attached form, with DEP for
developing the Project in the amount of $50,000, with a local match provided by the City in the amount
of $50,000, and to extend the reimbursement period through the duration of the Project to a
completion date of October 31, 2007.

Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor{2).

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
