A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ALLOCATION OF FUNDS, IN THE AMOUNT OF $825,000, FROM HOMELAND
DEFENSE NEIGHBORHOOD IMPROVEMENT BOND FUNDS, HISTORIC
PRESERVATION INITIATIVE, PROJECT NO. B-30546, TO COVER THE COSTS
OF ADDITIONAL WORK REQUIRED TO COMPLETE THE RESTORATION AND
REHABILITATION OF THE GUSMAN CENTER FOR THE PERFORMING ARTS,
TO BE COMPLETED BY THE DEPARTMENT OF OFF-STREET PARKING;
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY
DOCUMENTS, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") desires to restore and rehabilitate City -owned historic sites;
and
WHEREAS, the Gusman Center for the Performing Arts ("Gusman Center"), is owned by the City
and is administered by the Department of Off -Street Parking ("DOSP"), pursuant to Section 14-91 of
the Code of the City of Miami, Florida, as amended, which includes, without limitation, providing
general management, maintenance and upkeep of this historically renown building; and
WHEREAS, DOSP has completed a significant portion of the restoration of the Gusman Center but
additional funding is required to complete restoration including, but not limited to, removal of existing
carpet and auditorium seating from mezzanine level, first balcony level and second balcony level areas
of the theater; modifications, new carpeting, and paint to the exposed concrete floors; installation of
new auditorium seating; new handrails; new electrical work for seat/aisle lighting; installation of new
entrance doors; new concessions counters; and repairs associated with the forty year certification of
the building; and
WHEREAS, all improvements to the Gusman Center will enhance the condition of this publicly
owned landmark, enjoyed by the City's citizens, visitors and patrons; and
WHEREAS, the City Commission has determined that the allocation will primarily benefit the
general public and serves a paramount public purpose; and
WHEREAS, funds, in the amount of $825,000, are available from Homeland Defense
Neighborhood Improvement Bond Funds, Historic Preservation Initiative, Project No. B-30546; and
WHEREAS, at its meeting of August 28, 2007, the City's Bond Oversight Board reviewed and
approved the proposed use of said funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of funds, in the amount of $825,000, from Homeland Defense
Neighborhood Improvement Bond Funds, Historic Preservation Initiative, Project No. B-30546, to
cover the costs of additional work required to complete the restoration and rehabilitation of the
Gusman Center, to be completed by the DOSP, is authorized.
Section 3. The City Manager is authorized{1} to execute all necessary documents, for said
purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable sections of the City
Charter and Code.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
