("DE HOSTOS"), FOR PUBLIC SERVICES, TO PROVIDE CONGREGATE AND HOMEBOUND MEALS TO THE ELDERLY RESIDENTS IN DISTRICT 2; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM(S), WITH SAID AGENCY, FOR SAID PURPOSE. Dire Chief Final Approvals SIGN AND DATE) City Manager \� AGENDA ITEM SUMMARY FORM CONTINUED BACKGROUND INFORMATION: De Hostos is a not -for -profit agency that provides congregate and home -bound meals to approximately sixty (60) elderly residents in District 2. In April 2007 the Department contracted the services of Sanson, Kline, Jacomino & Company (the "accounting firm"), an outside accounting firm, to review the finances of De Hostos and assist the Department in determining whether the amounts reported by De Hostos as expenditures during July 1, 2005 through January 31, 2007 were valid. Pursuant to Resolution No. 07-0314, adopted on June 12, 2007, the City Commission authorized the allocation of 33rd Program Year CDBG funds, in the amount of $75,100, to the Public Services Reserve for District 2. The Department did not recommend De Hostos for 33rd Year funding at the June 12, 2007 City Commission meeting because Sanson, Kline, Jacomino & Company had not released the Independent Accountants' Report on Applying Agreed -Upon Procedures ("the report"). In June 29, 2007 the report revealed accounting inconsistencies. De Hostos worked with the Department and the accounting firm to correct identified inconsistencies and implement procedures to prevent future accounting errors. The Department deemed the implemented procedures to prevent future accounting inconsistencies acceptable. The Administration is recommending the transfer of funds, in the amount of $75,100, from the Department of Community Development's Public Services Reserve for District 2, and the allocation of said funds to De Hostos Senior Center, Inc., for the provision of congregate and home -bound meals to elderly residents in District 2, in the 33rd program year.
