A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE USE OF UNITED STATES GENERAL SERVICES
ADMINISTRATION ("GSA") FEDERAL SUPPLY SCHEDULES CONTRACTS TO BE
USED BY STATE AND LOCAL GOVERNMENTS, TO FACILITATE RECOVERY
FROM A MAJOR DISASTER DECLARED BY THE PRESIDENT UNDER THE
ROBERT T. STAFFORD DISASTER RELIEF AND EMERGENCY ASSISTANCE ACT
OR TO FACILITATE RECOVERY FROM TERRORISM OR NUCLEAR, BIOLOGICAL,
CHEMICAL, OR RADIOLOGICAL ATTACK, SUBJECT TO EXTENSIONS OR
REPLACEMENT CONTRACTS BY GSA, FOR CITYWIDE USE, FROM VARIOUS
VENDORS, SUBJECT TO BUDGETARY APPROVAL AT THE TIME OF NEED.
WHEREAS, Section 833 of the John Warner National Defense Authorization Act for Fiscal
Year 2007 (Public Law 108-364) amends 40 U.S.C. 502 to authorize the United States General
Services Administration ("GSA") to provide state and local governments the use of Federal Supply
Schedules of the GSA for purchase of products and services to be used to facilitate recovery from a
major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency
Act or to facilitate recovery from terrorism or nuclear, biological, chemical, or radiological attack; and
WHEREAS, this act authorizes state and local government the use of Federal Supply
Schedules contracts prior to these events to acquire products or services to be used to facilitate
recovery; and
WHEREAS, state and local governments will be responsible for ensuring that purchased
products and services are to be used to facilitate recovery;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The use of United States GSA Federal Supply Schedules Contracts to be used by
state and local governments, to facilitate recovery from a major disaster declared by the President
under the Robert T. Stafford Disaster Relief and Emergency Act or to facilitate recovery from terrorism
or nuclear, biological, chemical, or radiological attack, subject to any extensions or replacement
contracts by GSA for Citywide use from various vendors, is authorized, subject to budgetary approval
at the time of need.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
