State and local Disaster Recovery Purchasing Program, Section 833
GSA plays a critical role in providing disaster recovery products and services to Federal agencies. Now,State
and Local Governments can also benefit from the speed and savings of the•GSA Federal: Supply Schedules.
Section 833 of the John Warner National Defense Authorization Act for Fiscal Year 2007(Public Law 109-364).
Section 833 amends 40 U.S.C. 502 to authorize the GSA to provide State and Local governments the use -of `.
Federal Supply Schedules of the GSA for purchase of products and services to be used to facilitate recovery
from a major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency.:
Assistance Act or to facilitate recovery from terrorism or nuclear, biological, chemical, or radiological attack`.
Eligible "state and local government entities," means;
• the states of the United States,
• counties, municipalities, cities, towns,, townships,
• tribal governments, public authorities fincluding public or Indian housing agencies under the United .,
States Housing Act of 1937),
• school districts, colleges and other in4titutions of higher education, council of.governmer s',
(incorporated or not),
• regional or interstate government entities,
• or any agency or instrumentality of the preceding entities (including any Iocal:educationelagen.cy or
institution of higher education), and including legislative and judicial departments.
• The term does not include contractors of, or grantees of, State or local governments..
Purchasing in Advance of a Disaster:
In the aftermath of emergency events, State or local governments' systems may be disrupted. Thus, use of
Federal Supply schedule contracts prior to these events to acquire products or services to be used to facilitate
recovery is authorized. Again, the state or local government will be responsible for ensuring that purchased
products or services are to be used to facilitate recovery.
Voluntary Use:
Participation in the Disaster Recovery Purchasing Program is voluntary for both state and local governments
and the vendor community. The state and local community has the option to choose to participate at any time.
The vendor community has the option to participate at the Schedule contract level and at the order level
according to the procedures laid out in the GSA Schedule contract

A Disaster Recovery Purchasing icon REcbv will display for vendors if they are authorized to sell disaster
recovery products and services to State and Local Governments.
GSA Advantage:
State and local governments may use GSA Advantage as a market research tool to locate products, services,
and vendors, but may not purchase directly through GSA Advantage yet. Customers may locate a vendor
and/or product on GSA Advantage and complete their purchase using their own purchasing system. In addition,
state and local customers may negotiate additional price discounts from the price quoted on GSA Advantage.
Once a product or service is found, please verify that the vendors has agreed to participate in the Disaster
Recovery Purchasing Program. Vendors who have accepted the modification and agreed to the terms and
conditions of the Disaster Recovery Purchasing Program will be denoted with a 'coEv next to the vendor's name

TECHNOLOGY POLICY
Under Disaster Recovery Purchasing, state and local
government entities may purchase a variety of products
and services from contracts awarded under GSA Federal,
Supply Schedules to facilitate recovery from a major
disaster, terrorism, or nuclear, biological, chemical, or
radiological attack.
This Disaster Recovery Purphasing authority is limited to
GSA Schedule contracts aritcl does not include any other
GSA programs. Schedules -Library contains a list of all
GSA Schedules subject to Disaster Recovery
Purchasing.
State and local government,entities may use GSA
Schedule contracts to purchase products and services in
advance of a major disaster declared by the president, as
well as in the aftermath of ap emergency event. State and
local government entities are responsible for ensuring
that the products or services purchased are to be used to
facilitate recovery.
The Disaster Recovery Purchasing Frequently Asked
Questions (FAQs) provide information as to how Disaster
Recovery Purchasing actually works and the benefits it
provides to Schedule contractors and state and local
entities. FAQs are also available for the following areas of

other natural and man-made disasters. We are able to provide relief workers
and victims of disaster with the essential products and services needed to help
prevent, prepare for, and respond to emergency situations. Assistance includes
