Subject: Emergency Procurement of Four (4) Uninterruptible Power Sources (UPS)
Purpose of Item:
The nature of this item is to respectfully recommend that the City Commission adopt a resolution by a
fourth -fifths (4/5ths) affirmative vote, approving, and confirming the City Manager's emergency
finding, waiving the requirements for competitive sealed bidding procedures pursuant to Section 18-
90 of the Code of the City of Miami, authorizing the purchase of four (4) Uninterruptible Power
Sources from Stationary Power Services, Inc. in an amount of $2 6 9 9.4 q allocating funds from Fiscal

Background
The City of Miami has a citywide 800 MHz radio system used by Police, Fire -Rescue and
other public safety departments. In the event that the radio system experiences power
failure, the GSA Radio Communications Division has in place Uninterruptible Power
Sources (UPS) in all radio sites.
In April and May of 2007, one of the two existing Uninterruptible Power Sources for the
main site at Fire Station No. 3 experienced major technical difficulties. Several attempts
have been made to repair the aged UPS (purchased in 1984), but they have been futile
due to lack of spare parts. As a result, the vendor has recommended replacement of all
units of that design and age. The two sites that utilize this aged UPS equipment are: Fire
Station No. 3 located at 1175 N.W. 7th Street and County Administration Building (CAB)
located at 111 N.W. 1st Street. Each site has two Uninterruptible Power Sources that
require replacement.
The GSA Radio Communications staff concurs with the vendor's recommendation for
replacement. The timeliness of this project is critical to prevent any citywide
communications system downtime. Furthermore, conditions related to hurricane season
and the need to provide reliable uninterruptible power have made it necessary to process
this purchase as an emergency.
This department sought quotes from Stationary Power Services, Inc. along with another
vendor (see attached list - "Attachment A"). Both Stationary Power Services, Inc. and
Emerson Network Power were invited to complete a site visit and to quote the project.
Both vendors provided quotes, but only Stationary Power Services, Inc. provided a firm
turn -key quote meeting all the provided specifications. Stationary Power Services, Inc. is
an active vendor with the City and has provided excellent services. We have reviewed the
quotes provided by Stationary Power Services, Inc. and the pricing is reasonable.
Accordingly, pursuant to Section 18-90, Emergency Procurements, of the Procurement
Code of the City of Miami, it is not practicable for the City to use competitive bidding
methods. This situation directly affects the life, welfare, and safety of the City's
residents, businesses, and the general public. The GSA Director has submitted a full
explanation of the situation to both the Chief Procurement Officer and the City Manager.
The City Manager has reviewed the matter; and, has determined based on this written
finding to waive competitive sealed bidding because an emergency exists.
