City Manager � DATE: SUBJECT : Kl iy!arket, Jrirector REFERENCES : Department of General Services Administration ENCLOSURES: July 25, 2007 FILE : Emergency Purchase Uninterruptible Power Source Background The Radio Communication Services Division of GSA is directly responsible for operating and maintaining all aspects of citywide radio operations, including the provision of clean, reliable and uninterruptible power for all transmitters and equipment at each radio site. In April and May of 2007, one of the two existing Uninterruptible Power Sources for the main site at Fire Station No. 3 experienced major technical difficulties. Several attempts have been made to repair the aged UPS (purchased in 1984), but they have been futile due to lack of spare parts. As a result, the vendor has recommended replacement of all units of that design and age. The two sites that utilize this aged UPS equipment are: Fire Station No. 3 located at 1175 N.W. 7th Street and County Administration Building (CAB) located at 111 N.W. 1st Street. Each site has two Uninterruptible Power Sources that require replacement. The GSA Radio Communications staff concurs with the vendor's recommendation for replacement. The timeliness of this project is critical to prevent any citywide communications system downtime. Furthermore, conditions related to hurricane season and the need to provide reliable uninterruptible power have made it necessary to process this purchase as an emergency. This department sought quotes from Stationary Power Services, Inc. along with another vendor (see attached list — "Attachment A"). Both Stationary Power Services, Inc. and Emerson Network Power were invited to complete a site visit and to quote the project. Both vendors provided quotes, but only Stationary Power Services, Inc. provided a firm turn -key quote meeting all the provided specifications. Stationary Power Services, Inc. is an active vendor with the City and has provided excellent services. We have reviewed the quotes provided by Stationary Power Services, Inc. and the pricing is reasonable. Finding The Department of General Services Administration finds and determines that it is in the best interest of the City of Miami to waive the competitive bid process according to Ordinance No. 12271, Section 18-90, and secure the services of Stationary Power Services, Inc. to expedite the prompt replacement and installation of new, modern, and Emergency Purchase Uninterruptible Power Source Page 2 of 2 more efficient UPS equipment at Fire Station No. 3 (two UPS replacements) and the County Administration Building (two UPS replacements), for a total replacement of four units at a total cost of $2 6 9 9 4 8 The vendor is an appropriately licensed contractor with experience in design, installation, and maintenance of UPS equipment in South Florida. Your signature below will signify your concurrence with the emergency findings and determination that it is in the best interest of the City to waive competitive sealed bidding for the reasons cited above.
