SPECIFICATIONS/SCOPE OF WORK The Fire Rescue Department is seeking to purchase a Mobile Communications System that will offer continued interoperability in emergency situations when the primary communications systems are damaged, require back-up, or when additional coverage is needed. The System shall meet the following minimum requirements: To ensure complete compatibility/interoperability with the City's current Motorola SMARTNET communication system, NO SUBSTITUTION is required on all Motorola communication items specified. TRAILER: Must support installation and maintenance of one (1) main MTC 3600 SMARTNET Analog Central Controller and ten (10) 800 Mega Hertz (MHz) 100 Watt QUANTAR analog repeaters and associated duplexers and coupling devices in a rack mount configuration. Must include one (1) ML900 with ProComm Software for system diagnostic and maintenance control as well as a set of spares for MTC3600 SMARTNET Central Controller and a set of spares for the 800 MHz QUANTAR repeaters. Must have a load rating (hold the weight of) 23,000lbs. GVRW (gross vehicle weight rating). Must have a minimum of three (3) axles. Must have a rear hitch towable tongue. Not to be an A4 or other type of "goose -neck" hitch. Must have variable inertial electric brakes on all wheels. Must include. outriggers to assist in stabilizing the erected tower. Must be of sufficient strength and structural integrity to withstand weather conditions such as wind driven rain at wind speeds of at least 70 miles per hour (MPH). Trailer equipment enclosure should be approximately 59 inches (W) by 174 inches (D) by 64 inches (H)• Trailer equipment enclosure will be shock mounted to the trailer bed. Trailer attached shelter equipment enclosure must meet the following protection level requirements with Independent Laboratory verification test data: 70 DB shielding effectiveness ration from 20 Mega Hertz to 3 Giga Hertz in the radio frequency interference or E-field; 40 DB shielding effectiveness rating in the magnetic interference or H-field; lightning protection for a direct hit to enclosure of 50,000 volts and 50,000 amps with less than 'Y2 volt penetration inside enclosure. Trailer equipment enclosure must have a minimum of 135 rack units of space available for radio equipment. Trailer equipment enclosure must have two (2) 1-1/2 ton Marvair air-conditioning units with a ComStat 3 lead lag controller. Shelter shall have attached sufficient air-conditioning to remove moisture and maintain an internal temperature of 75 degrees Fahrenheit at 40% relative humidity at an outside temperature up to 110 degrees Fahrenheit with high humidity. Equipment enclosure must include a lighting and equipment load center with load distribution points. Trailer equipment enclosure must include the ability to quick connect to shore power with appropriate manual bus transfers installed. Must include an attached generator capable of delivering a minimum of 20 KW at 240 VAC (volt alternating currents) continuously. GENERATOR: 20 KW Generator must be diesel powered with a 140 gallon fuel tank. An electric indication of fuel level must be displayed on generator control panel. Must have a control panel that monitors critical functions of the engine and generator (engine temperature, oil pressure, engine over speed, etc.) and display fault indications on an attached control panel. Must have an automatic shut down for engine or generator fatal faults (high temperature, low oil pressure, etc). Must be enclosed in a weather resistant structure with adequate ventilation to allow for proper cooling. TOWER: Must be of construction type to augment lightning protection requirements of equipment enclosure. Must be unguyed and be completely self-supporting. Page 32 of 34 Invitation for Bid (IFB) 28069,1 Must be a minimum of 80 feet in height, total height to be measured from ground level when erected and include height of supporting trailer. Must be capable of supporting 150 pounds distributed antenna and coaxial cable load when erected. When deployed will be unguyed and meet the TIA/EIA-22-G wind load standards. Must be completely self -erecting by hydraulic cylinder, as well as be capable of being self -erected (unguyed) with all antennas and cable attached to the tower. Must be deployable within thirty (30) minutes or less by a single person. Must have a light mounted on top for identification. MICROWAVE LINK Microwave link, inclusive of a switch should be included in the vendor's proposal. The microwave link will "connect" to the City of Miami Police Headquarters, which houses Dispatch Operations and will allow the following dispatch functions: Activity window that shows radio ID/ Alias Channel resource patch Ability to monitor several resources at once Multi Select (Transmit on multiple resources at the same time) Dispatcher priority/override (Dispatcher can talk over field unit and listen to field unit at the same time) APB Groups and tones Alert tones Full duplex SYSTEMS AND EQUIPMENT INSTALLATION REQUIRED TASKS: Delivery of all equipment, materials, and supplies to their intermediate and final locations. Provide qualified personnel to perform the work. Provide all tools, test equipment, special fixtures, and temporary equipment to facilitate the implementation and system activation. Equipment receiving, cabling, connections and equipment test. Assembly and installation of the equipment. Integration and optimization of the equipment. Final Inspection and Testing on the transportable system when all equipment has been received, and all pre-tests have been performed. Install racks and equipment. Install and terminate all cabling and connectors. Apply operating power (Shore Power) and test generator/UPS subsystem. Verify and set transmitter and receiver adjustments for power, audio levels, and modulation compensation. Verification of proper operation of the Site Controller. Verification of the receiver multi -coupler system gain. Verification of the transmitter combiner isolation and loss. Verification of proper call processing which will require some subscribers for testing. Deliver transportable to the City of Miami, at its location, for training on the system, erection of the tower and installation for setup. Verify all system hardware is operating to published specifications. Verify and document the proper configuration of all equipment components. Program, tune and FCC check the 10 Channel Repeaters (channels selected by City of Miami). Program the Controller. Program Police and Fire Priority in the event of system over capacity. TRAINING One training session for designated City of Miami personnel which will include all steps and necessary procedures to properly deploy the trailer into functional operation, including start up of the trailer mast assembly and AC Power Pac. DOCUMENTATION REQUIRED The chosen vendor shall provide one complete set of the following to the City of Miami's Project Director at the time of final system acceptance: Complete system inventory System Documentation Functional test results and ATP documents Page 33 of 34 Invitation for Bid (IFB) 28069,1 Step by step procedural document of what is required for setup and removal of the transportable. ACCEPTANCE TEST PLAN An Acceptance Test Plan will include functionality of the following; Smartnet Trunking Console / Microwave Link Operations WARRANTY Equipment shall have a minimum one (1) year warranty from date of receipt.
