PROPERTY
This is a vacant lot that is within the boundaries of
the Spring Garden Historic District.
PREVIOUS I-lEP BOARD
APPEARANCES This applicant came before the HEP Board five
times.
May 2, 2006: The proposed project was a 14 story,
40 unit building. Staff recommended denial, and the
item was continued.
June 6, 2006: The proposed project was for an 8
story, 34 unit building. The item was continued.
September 5, 2006: The architecture of the project
was altered, the item was again continued.
December 5, 2006: The architecture of the project
was revised, the item was again continued.
March 6, 2007: The project's design had once again
been revised. Staff had recommended approval, as
we felt the applicant had addressed the design issues
necessary for existing within the district. The parcel
is zoned "O", and could have gone up to 120'. This
project was rising to 74'.
COMMUNITY OBJECTION The residents of Spring Garden felt that the project
was out of scale for the neighborhood, and came out
in full force at the HEP Board meeting. Although
the Civic Association had supported more modern
structures within the district in the past. some of
those projects have now been completed. The
impact of these projects on the scenic and historic
nature of the neighborhood has been significant.
HEP BOARD DECISION The HEP Board had a lengthy discussion on this
item and heard much public testimony.
The Historic and Environmental Preservation Board
voted to deny the project in a 4 to 3 decision, with
one member recusing themselves.
