9. MAPS
As per Condition 24 of City of Miami Resolution 87-1148, the Master
Development Order for the DDRI, a presentation of Maps A, B, C, D, E,
F, G, and I is not required,
The following maps must be provided as a part of the ADA. The
appropriate scale for each map should be determined at the
preapplication conference.

Map J.
A master development plan for the site. Indicate
proposed land uses and locations, development
phasing, major public facilities, utilities, preservation
areas, easements, rights -of -way, roads, and other
significant elements such as transit stops, pedestrian
ways, etc. This plan will provide the basis for
discussion in Question 10-A as well as other questions
in the ADA.
Map H depicts the DDRI boundaries, fixed -rail transit
facilities, fire -rescue and police stations, city parks, and a
potential archeological preservation area.
A map of the existing highway and transportation
network within the study area. The study area includes
the site, and locations of all transportation facilities
which are substantially impacted. This area should be
finally defined on the basis of the findings of the traffic
impact analysis, including determinations of where the
criteria for a substantial impact are met. Map J will
become the base for the maps requested in Question
21.
Maps J1 through J12 are presented in Question 21,
Transportation.

Land Use Classifications

Recreation (PR): This land use designation only allows public parks and recreation
uses. Within parks, such recreation uses permit educational and cultural facilities such
as museums, art galleries and exhibition space, and marine and marina facilities.
Supporting social and entertainment services (restaurants, cares, retailing), public health
(clinics and day care centers) and public safety (police facilities) and entertainment
facilities may also be permissible provided that such activities and facilities are an
integral part of the parks design or of the recreational function.
High Density Multifamily Residential (R-4): Areas designated as "High Density
Multifamily Residential" allow residential structures to a maximum density of '150
dwelling units per acre, subject to the detailed provisions of the applicable land
development regulations and the maintenance of required levels of service for facilities
and services included in the City's adopted concurrency management requirement_.
Higher densities may be allowed as shown for these specially -designated areas:

500 units per acre
Supporting services such as offices and commercial services and other accessory
activities that are clearly incidental to principal uses are permitted; community -based
residential facilities (14 clients or less, not including drug, alcohol or correctional
rehabilitation facilities) will be allowed pursuant to applicable state law; community -
based residential facilities (15+clients), places of worship, primary and secondary
schools, and day care centers for children and adults may be permissible in suitable
locations.
Office (0): Areas designated as "Office" allow residential uses to a maximum density
equivalent to "High Density Multifamily Residential" subject to the same limiting
conditions; transitory residential facilities such as hotels and motels, general office use;
clinics and laboratories; and limited commercial activities incidental to principal activities
in designated areas. Supporting facilities such as auditoriums, libraries, convention
facilities, places of worship, and primary and secondary schools may be allowed with the
"Office" designation.
Major Institutional, Public Facilities, Transportation and Utilities (GII): Areas
designated as "Major Institutional, Public Facilities, Transportation and Utilities" allow
facilities for federal, state and local government activities, major public or private health,
recreational, cultural, religious or educational activities, and major transportation facilities
and public utilities. Residential facilities ancillary to these uses are allowed to a
maximum density equivalent to "High Density Multifamily Residential" subject to the
same limiting conditions.
Restricted Commercial (C-1): Areas designated as "Restricted Commercial" allow
residential uses (excepting rescue missions) to a maximum density equivalent to "High
Density Multifamily Residential" subject to the same limiting conditions; and activity
included in the "Office" designation as well as commercial activities tat generally serve
the daily retailing and service needs of the public, typically requiring easy access by
personal auto, and often located along arterial or collector roadways, which include:
general retailing, personal and professional services, real estate, banking and other
financial services, restaurants, saloons and cafes, general entertainment facilities,
private clubs and recreation facilities, major sports and exhibition or entertainment
facilities and other commercial activities whose scale and land use impacts are similar in
nature to those uses described above, places, of worship, and primary and secondary
schools. This category also includes commercial marinas and living quarters on vessels
as permissible.
Central Business District (CBD): The area designated as "Central Business District" is
intended to apply to the central commercial, financial and office core of the metropolitan
region, and allows all activities included in the "Office," "Restricted Commercial," and
"Major Institutional, Public Facilities, Transportation and Utilities" designations.
Residential facilities (except for rescue missions) alone or in combination with other uses
are allowable to maximum density of 1,000 dwelling units per acre, subject to the
detailed provisions of the applicable land development regulations and the maintenance
of required levels of service for facilities and services included in the City's adopted
concurrency management requirements.
Also permitted is a mix of uses ranging from high density multifamily residential to high
intensity office uses with retail uses on the lower floors of structures. Intensity of uses
within the CBD land use designation are generally higher than those allowed in other
areas of the city.
General Commercial (C-2): Areas designated as "General Commercial" allow all
activities included in the "Office" and the "Residential Commercial" designations, as well
as wholesaling and distribution activities that generally serve the needs of other
businesses, generally require on an off loading facilities, and benefit from close proximity
to industrial areas. These commercial activities include retailing of second hand items,
automotive repair services, new and used vehicles sales, parking lots and garages,
heavy equipment sales and service, building material sales and storage, wholesaling,
warehousing, distribution and transport related services, light manufacturing and
assembly and other activities whose scale of operation and land use impacts are similar
to those uses described above. Multifamily residential structures of a density equal to R-
3 or higher, but not to exceed a maximum of 150 units per acre, are allowed by Special
Exception only, upon finding that the proposed site's proximity to other residentially
zoned property makes it a logical extension or continuation of existing residential
development and that adequate services and amenities exist in the adjacent area to
accommodate the needs of potential residents. This category also allows commercial
marinas and living quarters on vessels for transients.
Industrial (I): The areas designated as "Industrial" allow manufacturing, assembly and
storage activities. The "Industrial" designation generally includes activities that would
otherwise generate excessive amounts of noise, smoke, fumes, illuminations, traffic,
hazardous wastes, or negative visual impact unless properly controlled. Stockyards,
rendering works, smelting and refining plants and similar activities are excluded.
Residential uses are not permitted in the "Industrial" designation, except for rescue
missions, and live-aboards in commercial marinas.

Parks, Recreation and Open Space (PR): The parks, recreation and open space
district only allows for public and private parks, recreational facilities, educational and
cultural facilities, marine and marina facilities, entertainment facilities, social and health
related service facilities, public safety, and City of Miami administrative facilities,
including authorities and agencies thereof, parkways and scenic corridors.
Multifamily High Density Residential (R-4): This residential designation allows single-
family, duplex and multifamily structures up to and including high-rise apartment
structures with a maximum density of one hundred fifty (150) units per net acre. Allowed
within this district, and subject to specific limitations, are supporting services such as
places of worship, primary and secondary schools, daycare, community based
residential facilities and convenience establishments.
For any lot located on the southeast side of Brickell Avenue between 15th Road and
25th Road, the seventy (70) feet adjacent to Brickell Avenue on the southeast side shall
be dedicated to the city, having been first improved with a frontage road and landscaping
in conformity with official plans, policies and standards of the city, under a Class II
Special Permit. In computing the gross area of such lots, the area dedicated shall be
included as though it were net lot area, and credit for adjacent green space shall be
computed from the location of the lot line adjacent to Brickell Avenue prior to the
dedication. Similarly, in determinations concerning other requirements which may be
affected, the dedicated area and adjacent beneficial green space shall be included,
except that the minimum front yard shall be provided within the boundaries of the newly
established lot line.
Office (0): The office category allows structures used as permanent and transitory
residential facilities such as hotels and motels, general office uses, clinics and
laboratories and limited commercial activities incidental to principal uses, Limited services
and supporting facilities such as auditoriums, libraries, convention facilities, places of
worship, and primary and secondary schools may also be allowed, and mixed
residential -office uses. Where office and residential uses are on the same premises or in
the same building, access and facilities shall be so separated and such additional
safeguards shall be provided as to protect security and privacy for residential occupants.
Government and Institutional (Gil): The government/institutional category allows the
development of facilities for federal, state and local government activities, major public or
private health, recreational, cultural, religious or educational activities, major
transportation facilities, public utilities, and public and private cemeteries. Residential
facilities ancillary to these uses are allowed to a maximum density equivalent to R-4,
subject to the same limiting conditions.
Restricted Commercial (C-1): The restricted commercial category allows structures
used as any type of residential facility except for rescue missions, to a maximum density
equivalent to R-4, subject to the same limiting conditions; any activity included in the
office designation, commercial marinas and living quarters on vessels with specific
limitations, and mixed -use or commercial activities which generally serve the daily
retailing and service needs of the public, typically requiring easy access by pedestrians
and private automobiles. This category is located preferably in areas directly served by
arterial or collector roadways, or directly accessible via mass transportation system.
Liberal Commercial (C-2): The liberal commercial category allows commercial
activities which serve the needs of other businesses, require extensive loading facilities,
and often benefit from proximity to industrial areas. The district is also intended to allow
a mix of office with retail uses. Hotels, motels, rescue missions and residential facilities
of a density equal to R-3 or higher are the only residential uses allowed in this district.
The district permits four (4) types of uses which distinguish C-1 from C-2, including
wholesaling, light assemblage, secondhand merchandise sales and other outdoor sales.
Central Business District (CBD): The CBD commercial category is intended to apply
to the central commercial, financial and office core of the metropolitan area, and allows a
mix of uses ranging from high -density multifamily residential to high -intensity office uses
with retail uses on the lower floors of structures, and all activities included in the 0
(Office), R-4, and Gil designations. Residential facilities (except for rescue missions)
alone or in combination with other uses are allowable to a maximum density of one
thousand (1,000) dwelling units per net acre. Intensity of uses within this district is
generally higher than that allowed in any other area of the city.
Industrial (I): The industrial category applies to manufacturing, processing, assembly
and storage activities; and generally limits activities to those which do not generate
excessive amounts of noise, smoke, fumes, illumination, traffic, hazardous wastes, or
negative visual impact and may involve the discharge of effluents beyond those
generally discharged into sanitary sewer systems. These districts shall generally be
located where directly served by major transportation facilities, and buffered from
residential areas.
