HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-0Q99006 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92(1) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE PURCHASE OF THE PASSWORD STATION UNIVERSAL LOGON, WITH THREE YEARS OF SOFTWARE UPGRADES, MAINTENANCE AND SUPPORT, FROM AVATIER CORPORATION, IN AN AMOUNT NOT TO EXCEED $10,800; ALLOCATING FUNDS FROM THE DEPARTMENT OF INFORMATION TECHNOLOGY, ACCOUNT CODE NO. 00001.251000.554000.0000.00000. WHEREAS, the Department of Information Technology purchased the Avatier Identity Management Server and Password Station core functionality, including three years of upgrades, maintenance and support in October, 2006, in the amount of $22,050; and WHEREAS, in order to maintain compatibility of the equipment and software, the Department of Information Technology is requesting the purchase of an additional module, the Password Station Universal Logon, which will allow users to manage their account without the need to contact the "help desk" by enabling the user to unlock or reset their password using the same logon screen used to gain access to their workstation; and WHEREAS, the Chief Procurement Officer has adopted a finding that Avatier Corporation is the sole source provider, reseller or distributor of the Password Station Universal Logon, to include software upgrades, maintenance and support; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived pursuant to Section 18-92(1) of the Code of the City of Miami, Florida, as amended ("City Code"), and the purchase of the Password Station Universal Logon, to include software upgrades, maintenance and support, from Avatier Corporation, as a sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. By a four -fifths (415ths) affirmative vote, pursuant to Section 18-92(1) of the City Code, after an advertised public hearing, the City Manager's finding of a sole source, waiving the requirements for competitive sealed bidding procedures are ratified, approved and confirmed, and the purchase of the Password Station Universal Logon, to include software upgrades, maintenance and support, in an amount not to exceed $10,800, from Avatier Corporation, is approved, with funds allocated from the Department of Information Technology, Account Code. 00001.251000.554000.0000.00000. Section 3.
