NOTICE OF PUBLIC HEARING
NOTICE OF VIRTUAL HEARING TO IMPOSE AND PROVIDE
FOR COLLECTION OF SOLID WASTE SPECIAL ASSESSMENTS
Notice is given that the City Commission of the City of Miami will conduct a
virtual public hearing to consider imposing Solid Waste special assessments for
the provision of Solid Waste services within the City cf Miami for the Fiscal Year
commencing October 1.2020 and ending September 30, 2021_
Please note that Governor Ron DeSantisr Executive order ('1E.O.") Number 20-193
extended E.0.20-59 suspending the requirement that a quorum be present in person
or that a local government body meet at a specific public place. The Executive Order
also allows local government bodies to utilize communications media technology,
such as telephonic and video conferencing for local government body meetings,
The virtual public hearing will be held at 5:05 p.m. on September 10, 2020, and be
broadcast from Miami City Hall for the purpose of receiving public comment on the
proposed assessments. The September 10. 2020 public hearing will be held as a
VIRTUAL HEARING with elected officials and City staff participating through video
conferencing. This virtual hearing will be broadcasted live for members of the public
to view on the Citys website (www.miamigov.com/tv), Facebook, Twitter, Periscope,
YouTube and Channel77 (Comcast only for residents living in the City of Miami).
All affected property owners have a right to appear et the hearing at Miami City Hall,
3500 Pan American Drive Miami. Florida 33133 (subject to all applicable emergency
measures in place to prevent the further spread of COVI0-19) orfi le written objections
with the City Commission within twenty (20) days of this notice.
All affected property owners may also leave prerecorded public comment by calling
305-250-5353, submit a prerecorded video message, or submit public comment via
theonline comment form. All affected property owners may also preregisterto provide
live public comment by phone during the meeting. You may preregister by phone by
calling 305-250-5350 or online at https://wwwmiamigov.com/Govemment/Live-
Public-Comrnent-Budget.

if a person decides to appeal any decision made by the City Commissioners with
respect to any matter considered at the hearing, such person will need a record (Tithe
proceedings and may need to ensure that a verbatim record is made, including the
testimony and evidence upon which the appeal is to be made. in accordance with the
Americans with Disabilities Act, persons needing special accommodation or a sign
language interpreter to participate in this proceeding should contact the Office of
the City Clerk at (305) 250-5361, TTY users may call via 711 (Florida Relay Service), at
least five (5) business days prior to the date of the hearing.
The assessment for each parcel of property will be based upon each parsers
classification and the total number of billing units attributed to that parcel. The
total Solid Waste estimated amount to be assessed and collected for the Fiscal Year
commencing October 1, 2020, is $24.867 million, while the full cost of Solid Waste
services is approximately $38.643 million, The following table reflects the proposed
Solid Waste assessment schedule:

Copies of the Solid Waste Assessment Ordinance, Initial
Assessment Resolution and the preliminary assessment
roll are available for inspection at the Office of the City Clerk
of Miami, Florida, 3500 Pan American Drive, Miami, Florida.
Unless proper steps are initiated in a court of competent
jurisdiction to secure relief within twenty (20) days
from the date of City Commission action at the above
hearing (including the method of apportionment, the
rate of assessment and the imposition of assessments),
such action shall be the final adjudication of the issues
presented.
The assessments will be collected on the same bill as ad
valorem taxes. Failure to pay the assessment will result in
either the commencement of foreclosure proceedings or
cause a tax certificate to be issued against the property
which may result in a loss of title.

The virtual public hearing will be held at 5:05 p.m. on September 10, 2020, and be
broadcast from Miami City Hall for the purpose of receiving public comment on the
proposed assessments. The September 10, 2020 public hearing will be held as a
VIRTUAL HEARING with elected officials and City staff participating through video
conferencing. This virtual hearing will be broadcasted live for members of the public
to view on the CitN/s website (www.miamigov.com/tv), Facebook Twitter, Periscope,
YouTube and Channel 77 (Comcast only for residents living in the City of Miami).
All affected property owners have a right to appear at the hearing at Miami City Hall,
3500 Pan American Drive, Miami, Florida 33133 (subject to all applicable emergency
measures in place to prevent the further spread of COVID-19) orfile written objections
with the City Commission within twenty (20) days of this notice.
All affected property owners may also leave prerecorded public comment by calling
305-250-5353, submit a prerecorded video message, or submit public comment via
the online comment form. All affected property owners mayalso preregister to provide

If a person decides to appeal any decision made by the City Commissioners with
respect to any matter considered at the hearing, such person will need a record of the
proceedings and may need to ensure that a verbatim record is made, including the
testimony and evidence upon which the appeal is to be made. In accordance with the
Americans with Disabilities Act, persons needing special accommodation or a sign
language interpreter to participate in this proceeding should contact the Office of

least five (5) business days prior to the date of the hearing.
The assessment for each parcel of property will be based upon each parcels
classification and the total number of billing units attributed to that parcel. The
total Solid Waste estimated amount to be ascascad and collected for the Fiscal Year
commencing October 1, 2020, is $24.867 million, while the full cost of Solid Waste
services is approximately $38.643 million. The following table reflects the proposed
Solid Waste ascassment schedule:

Copies of the Solid Waste Assessment Ordinance, Initial
Assessment Resolution and the preliminary assessment
roll are available for inspection at the Office of the City Clerk
of Miami, Florida, 3500 Pan American Drive, Miami, Florida.
Unless proper steps are initiated in a court of competent
jurisdiction to secure relief within twenty (20) days
from the date of City Commission action at the above
hearing (including the method of apportionment, the
rate of assessment and the imposition of assessments),
such action shall be the final adjudication of the issues
presented.
The assessments will be collected on the same bill as ad
valorem taxes. Failure to pay the assessment will result in
either the commencement of foreclosure proceedings or
cause a tax certificate to be issued against the property
which may result in a loss of title.
