The Miami Sports and Exhibition Authority (MSEA) was created to promote sports, conventions and
exhibitions and to strive to generate and further community support to achieve this purpose. The Authority
shall endeavor to attract professional sports franchises to utilize facilities in the City.
Members of MSEA shall be qualified electors of Miami -Dade County. Per a legal opinion received from
the City Attorney, this requirement cannot be waived (see attached legal opinion). One member shall be the
Mayor who shall be a voting ex-officio member and the chairperson thereof. One voting member shall be a
City Commissioner appointed by the City Commission to serve as acting chairperson of the authority in the
absence of the Mayor and not be reappointed for another immediately succeeding year until each
Commissioner has served or has declined to serve. Each City Commissioner shall nominate two members,
except for the City Commissioner appointed as a voting member, who shall nominate only one member. Of
the two members nominated by each City Commissioner, one may be the Commissioner, as an ex-officio
voting member, representing that Commissioner's specific district.
The following five (5) appointments are required at this time:
• Chairman Gonzalez has two (2) nominations for seats currently held by:
1. Eli Feinberg, incumbent, whose term expired on May 10, 2007 and has served as a
member since March 13, 1987, exceeding Code term limits, would require a term
waiver by a unanimous (5/5ths) vote of the Commission.
2. Chairman Gonzalez, incumbent, whose term expired on May 10, 2007.
• Commissioner Regalado has one (1) nomination for a seat currently held by:
1. Vacancy (seat formerly held by David Kubiliun, who was removed from as he was
not an elector of Miami -Dade County). *
• Commissioner Spence -Jones has two (2) nominations for seats currently held by:
1. Vacancy (seat formerly held by Quintin Taylor, who was removed as he was not an
elector of Miami -Dade County).*
2. Vacancy (seat formerly held by Bob Beamon, whose term expired January 12, 2006
and who was removed from this authority as the City was unable to determine
whether he was an elector of Miami -Dade County). *
For your convenience, we are including a copy of the current membership of said board. By copy of
this memorandum to the Agenda Office, we are requesting that this issue be placed on the July 10,
2007 Commission agenda. *This matter was deferred from the January 12, 2006, March 9, 2006, May
11, 2006, November 9, 2006, January 11, 2007, March 8, 2007, May 10, 2007 and June 14, 2007
Commission meetings.
