Subject: Resolution to approve a Construction Related Consultant Purchasing Program and authorize the City
Manager to execute Agreements for said Program.
Purpose of Item:
Approving the issuance of a solicitation document establishing a construction consultant Pre -Qualification
Program ("PQP") and establishing a revolving pool of qualified consultants within construction related
disciplines; further approving the terms and conditions of a master agreement to manage PQP participants;
further authorizing the Department of Capital Improvement Program ("CIP") to administer the program and the
City Manager to execute agreements for said purpose; allocating funds from the budgets of various capital plan
projects and department budgets, subject to budgetary approval at the time of need.
Background Information:
CIP has determined that a pre -qualified list of construction consultants is required to expedite the delivery of
design, engineering, construction administartion and other related work, for various Citywide construction,
maintenance and repair projects ("Project" or "Projects"). CIP seeks approval to issue a solicitation document
and public notice, to be drafted in accordance with FS 287,055 and subject to approval by the City Attorney,
for the purpose of pre -qualifying consultants and establishing a revolving pool of qualified service providers in
the various disciplines utilized for the construction projects and maintenance work (the "Pre -Qualification
Program" or "PQP"). The PQP will pre -qualify construction consultants as applications are submitted allowing
on -going access to the PQP by qualified vendors. The PQP will be advertised no less than quarterly in a local
daily publication and continuously on the CIP website. The PQP will be administered by CIP utilizing a
Master Agreement ("Agreement") to be executed with each pre -qualified consultant selected to provide
services. Due to the ongoing need for these services and a desire to maintain multiple delivery methods for
initiating construction related projects, the City Manager and CIP recommend adding this Program to the
traditional procurement methodologies already in place.
