Subject: Resolution to approve Amendments increasing the authorized expenditure limit by $600,000 for nine (9)
firms in order to continue utilizing the firms as needed for Construction Engineering Observation services for
miscellaneous capital projects citywide.
Purpose of Item:
Resolution to approve Amendments, in substantially the attached form, to increase authorized expenditure
limits by a not to exceed amount of $600,000, for each of nine firms utilized for miscellaneous capital projects,
resulting in total contract amounts not to exceed $1,350,000 per firm, for Horizontal Construction Engineering
Observation Services on a continuing basis citywide for capital projects as needed. This action is being taken
in anticipation of the increased volume of funding for projects expected to be received following the issuance
of the next Homeland Defense Neighborhood Improvement Bond and Streets Bond Program.
RFQ. No. 03-04-131 was issued, in accordance with Florida Statutes, Section 287.055, soliciting miscellaneous
Construction Engineering Observation Professional Services Agreements for vertical (building) and horizontal
(right-of-way) projects, and 32 proposals were received. Pursuant to Resolution No. 04-0792, adopted
December 9, 2007, as amended by Resolution No. 05-0224, adopted April 14, 2005, the Commission approved
the recommendation of 23 firms (13 Horizontal, 10 Vertical) for Miscellaneous Construction Engineering
Services and further authorized the City Manager to negotiate and execute agreements with the firms. The City
executed agreements with 12 of the 13 horizontal firms. Due to the ongoing need for these services and a
desire to expedite delivery of capital projects, the City Manager and CIP recommend that the expenditure limit
be increased by a not to exceed amount of $600,000 for 9 of the 13 original horizontal firms. The original
expenditure limit was $750,000 per firm which has diminished by varied amounts based on the volume of work
assigned to each particular firm and the complexity of the projects assigned. Approval of this resolution will
increase each firm's expenditure limit to $1,350,000 and will allow CIP to continue utilizing these firms as
needed citywide. The 9 firms were selected based on their successful performance for the City to date. Funding
is available for projects from the appropriate capital improvement projects as needed.
