HomeMy WebLinkAboutR-07-0391City of Miami Legislation Resolution: R-07-0391 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-00818 Final Action Date: 7/10/2007 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, TO THE AGREEMENTS BETWEEN THE CITY OF MIAMI AND NINE FIRMS UTILIZED FOR THE PROVISION OF CONSTRUCTION ENGINEERING OBSERVATION SERVICES FOR MISCELLANEOUS CAPITAL PROJECTS, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 03-04-131, AS STATED HEREIN, TO INCREASE THE AUTHORIZED EXPENDITURE LIMITS FOR EACH, TO INCREASE THE NUMBER OF PROJECTS FOR WHICH EACH FIRM WILL CONTINUE TO PROVIDE THE SERVICES IN AN AMOUNT NOT TO EXCEED $600,000, EACH, INCREASING THE EXPENDITURE LIMIT UNDER EACH CONTRACT FROM $750,000 TO $1,350,000; ALLOCATING FUNDS FOR WORK ASSIGNMENTS AS NEEDED, FROM THE APPROPRIATE CAPITAL IMPROVEMENT PROJECTS, SUBJECT TO BUDGETARY APPROVAL AT THE TIME OF NEED. WHEREAS, the City of Miami ("City") has many construction and building projects funded in the Capital Improvement Program ("CIP") for which construction engineering and observation services are required in excess of what can be handled expeditiously by staff resources; and WHEREAS, the City conducted a competitive selection process, and issued Request for Qualifications ("RFQ") No. 03-04-131, in accordance with Florida Statutes, Section 287.055, soliciting miscellaneous Construction Engineering Observation Professional Services Agreements for vertical (building) and horizontal (right-of-way) projects, in order to address this need; and WHEREAS, thirty-two (32) proposals were received, reviewed, and ranked; and WHEREAS, pursuant to Resolution No. 04-0792, adopted December 9, 2007, the City Commission approved the recommendation of twenty three firms (13 horizontal, 10 vertical) for miscellaneous construction engineering services and further authorized the City Manager to negotiate agreements with the firms; and WHEREAS, pursuant to Resolution No. 05-0224, adopted April 14, 2005, the City Commission approved amending Resolution No. 04-0792, clarifying the authority given to the City Manager, to include negotiation and execution of said agreements; and, WHEREAS, the City has executed agreements with twelve (12) of the thirteen (13) recommended firms; and WHEREAS, due to the ongoing need for these services and a desire to expedite capital projects, the City Manager and CIP recommend that nine (9) of the twelve (12) horizontal firms be awarded an expenditure limit increase by a not to exceed amount of $600,000, in order to continue the provision of services to a greater number of projects, as detailed herein: City of Miami Page 1 of 3 File Id: 07-00818 (Version: 21 Printed On: 4/4/2017 File Number: 07-00818 Enactment Number: R-07-0391 Consultant Name Original Contract Contract Increase Total Contract Authorization Amount Amount Bermello, Ajamil & Partners $750,000 $600,000 $1,350,000 04-0792 as amended Corzo, Castella, Carballo, $750,000 $600,000 $1,350,000 04-0792 as Thompson, & Salman amended GBF Engineering, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended Ketih Engineering, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended Marlin Engineering, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended Metric Engineering, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended Nova Consulting, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended Parsons, Brinkerhoff $750,000 $600,000 $1,350,000 04-0792 as Construction Services, Inc. amended Seralta, Rebull, Serig, Inc. $750,000 $600,000 $1,350,000 04-0792 as amended ;and WHEREAS, the nine (9) firms were selected based on their successful performance for the City to date; and WHEREAS, funding will be utilized as needed and allocated from the appropriate capital improvement projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized{1} to execute Amendments, in substantially the attached form, to increase authorized expenditure limits for each of the nine firms utilized for miscellaneous capital projects, pursuant to RFQ No. 03-04-131, as follows: Bermello, Ajamil & City of Miami Page 2 of 3 File Id: 07-00818 (Version: 21 Printed On: 4/4/2017 File Number: 07-00818 Enactment Number: R-07-0391 Partners; Corzo, Castella, Carvallo, Thomopson, & Salman; GBF Engineering, Inc.; Ketih and Schnars, P.A.; Marlin Engineering, Inc.; Metric Engineering, Inc.; Nova Consulting, Inc.; Parsons, Brinkerhoff Construction Services, Inc.; to increase the number of Project for which each firm will continue to provide construction engineering observation services t, in an amount not to exceed $600,000, for each firm, increasing the expenditure limit under each contract from $750,000 to $1,350,000, with funds allocated for work assignments as needed, from the appropriate capital improvement projects, subject to budgetary approval at the time of need. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
