A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE ISSUANCE OF A SOLICITATION DOCUMENT BY THE
DEPARTMENT OF CAPITAL IMPROVEMENTS AND TRANSPORTATION
("DEPARTMENT"), FOR THE PURPOSE OF ESTABLISHING A CONSTRUCTION
CONTRACTOR PRE -QUALIFICATION PROGRAM, ESTABLISHING A
REVOLVING POOL OF QUALIFIED CONTRACTORS WITHIN TRADE
DISCIPLINES; APPROVING THE TERMS AND CONDITIONS OF A MASTER
AGREEMENT ("AGREEMENT"), TO BE UTILIZED TO MANAGE THE PROGRAM
PARTICIPANTS; FURTHER AUTHORIZING THE DEPARTMENT TO ADMINISTER
THE PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE
AGREEMENT(S), FOR SAID PURPOSE, IN AMOUNTS NOT TO EXCEED FUNDS
AVAILABLE AT THE TIME OF NEED FROM THE BUDGETS OF VARIOUS
CAPITAL PLAN PROJECTS AND DEPARTMENTAL BUDGETS, SUBJECT TO
BUDGETARY APPROVAL.
WHEREAS, the Department of Capital Improvements and Transportation ("Department") has
determined that a pre -qualified list of construction contractors is required to expedite the delivery of
construction work, which includes various Citywide construction, maintenance and repair projects
("Projects"); and
WHEREAS, the Department has authored a solicitation document and public notice for the
purpose of pre -qualifying vendors and establishing a revolving pool of qualified service providers in the
various disciplines utilized to implement Citywide construction Projects and maintenance work
("Program") to be issued with the approval of the City Commission; and
WHEREAS, the Program will pre -qualify construction contractors as applications are submitted
allowing on -going access to the Program by qualified vendors at all times; and
WHEREAS, the Program will be advertised no Tess than quarterly in a local daily publication and
continuously on the Department's website; and
WHEREAS, the Program will be administered by the Department utilizing a Master Agreement
("Agreement") to be executed with each pre -qualified contractor selected to provide services; and
WHEREAS, the Program will have an initial term of two (2) years, with the option to renew for three
(3) additional one (1) year periods; and
WHEREAS, this Resolution approves the Program and authorizes the issuance of the solicitation
documents and use of the Agreement, subject to approval by the City Attorney; and
WHEREAS, this Resolution authorizes the Department to administer the Program and immediately
begin pre -qualifying participants; and

WHEREAS, this Resolution authorizes the City Manager to execute the Agreement(s) as needed;
and
WHEREAS, funds for said Agreements are subject to budgetary approval at the time of need
utilizing funding from various Capital Plan projects and departmental budgets;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. The issuance of a solicitation document by the Department, for the purpose of
establishing a construction contractor pre -qualification program, establishing a revolving pool of
qualified contractors within trade disciplines, the terms and conditions of an Agreement to be utilized to
manage the program participants, and the authority of the Department to administer the Program, are
approved. '
Section 3. The City Manager is authorized{1) to execute Agreement(s), for said purpose, in
amounts not to exceed funds available at the time of need from the budgets of various Capital Plan
projects and departmental budgets, subject to budgetary approval.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.(2)

Footnotes:
{1) The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
