City Manager Mar f Douge, Chairpersbn Evaluation Committee Capital Improvements Program DATE: SUBJECT: REFERENCES: ENCLOSURES: Evaluation Committee Recommendation For RFQ No. 06-07-010 Miscellaneous Architectural, Landscape Architectural Services and Design for Roberto Clemente Community Center FILE: The City issued Request for Qualifications (RFQ), No. 06-07-010 for the provision of Miscellaneous Architectural and Landscape Architectural Landscape services and for the design of Roberto Clemente Community Center. The proposals were evaluated based on three (3) main criteria. They are: Respondent's experience and qualifications, Experience of project team, inclLJding key personnel, and Respondent's experience in governmental and recreational facilities. On May 22, 2007, thirteen (13) proposals were received, read, and evaluated. The evaluation committee formally met on Friday, 6/8/07 to evaluate, score and short-list firms based on their qualifications as outlined in the proposals. Based on the strong technical proposals, the committee decided not to require oral presentations. Based on discussions, evaluations, and scoring, the Committee ranked the five (5) most qualified firms as shown below. Asterino scored highest, due to their extensive sports and recreational experience, and therefore will be awarded the design of Roberto Clemente Community Center. Overall Ranking 1. Borrelli + Partners 5. The Russell Partnership Of the five (5) ranked firms, the top three (3) will be asked to enter into negotiations with the City. If, however, negotiations are unsuccessful with any one of them, the forth -ranked firm will be asked to negotiate, et cetera. Ultimately, three (3) firms will be recommended to the City Commission to enter into contractual relationships with the City. Attached is a brief synopsis of the evaluation committee's findings and their review of each firm's proposal as well as the evaluation forms completed after deliberations. cc: Mary H. Conway, P.E. Inc, Zyscovich is as Florida Corporation headquartered in Miami. They, not only have extensive experience in the South Florida area, but particularly have designed recreational facilities for the City of Miami as well. Established in 1977, they bring a wealth of knowledge and experience to all kinds of projects, both governmental and private. Their team also has vast experience and expertise in all aspects of planning, feasibility studies, and sustainable design. Landscape Architectural services will be handled in-house by Zyscovich which strengthens their overall position in the rankings, Asterino Asterino is a nationally -recognized Architectural and Engineering firm with extensive sports/recreational experience. They have offices in Florida as well as being headquartered in Pittsburgh, PA. They were established in 1972. Asterino has a strong relationship with Major League baseball and more importantly, with the Roberto Clemente family, Although their Florida office is located in Palm Beach Gardens, they appear to be committed to the City of Miami and the miscellaneous design project. They have assembled a strong team of seasoned professions, some of which have experience working with the City of Miami. WolfberAAlvarez and Partners Wolfberg Alvarez and Partners is a Florida -based corporation located in Coral Gables. They have over thirty (30) years of Architectural and Engineering experience. They are nationally recognized as one of the fastest growing and largest Hispanic -owned companies In South Florida. Except for structural engineering and landscape architectural services, all other design work will be handfed by Wolfberg Alvarez. This arrangement limits coordination concerns and potential quality control issues. Sorrell] + Partners. Inca Borrelli + Partners, Inc. has been in business since 1968 and brings knowledge and expertise in the areas of architectural, landscape architecture, Interior design, and construction. They are also a certified Minority Business Enterprise located here in Miami. Borrelli + Partners has extensive governmental and sports -related experience; most notably, with the cities of Sunny Isles, Orlando, Surfside, Mount Dora, and Miami -Dade County, Borrelli + Partners has assembled an excellent team of professions to augment their capabiffties. The Russell Partnership. Inc, The Russell Partnership traces its roots to the firms of Polevitzky and Russell which were formed in 1936. This extensive amount of experience has created a solid foundation which makes their team very qualified to produce quality results. They are a certified minority firm registered with the City of Miami. The Russell Partnership identified a number of governmentar and recreational projects which have been successfully completed. Based on the above, the Evaluation Committee Is recommending that the City of Miami enter into negotiations with the three top -ranked firms of Zyscovich, Inc., Asterino, and Wolfberg Alvarez and Partners in the pro '-. • miscellaneous architectural and landscape architectural services on an as - needed basis and of the design of Roberto Clemente Community Center to highest ranked firm, Asterino.
