HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 07-00815 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 06-07-010, THAT THE FIRMS MOST QUALIFIED TO PROVIDE ARCHITECTURAL AND LANDSCAPE ARCHITECTURAL SERVICES FOR MISCELLANEOUS PROJECTS THOUGH OUT THE CITY OF MIAMI, IN RANK ORDER ARE: (1) ZYSCOVICH, INC., (2) ASTERINO, AND (3) WOLFBERG ALVAREZ & PARTNERS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH SAID THREE TOP -RANKED FIRMS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE FOURTH -RANKED FIRM IN THE EVENT NEGOTIATIONS FAIL WITH THE THREE TOP -RANKED FIRMS; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENTS TO THE CITY COMMISSION FOR CONSIDERATION AND APPROVAL AT A LATER DATE. WHEREAS, the City of Miami issued a Request for Qualifications ("RFQ") No. 06-07-010, in accordance with Florida Statute 287.055 and Section 18-87 of the Code of the City of Miami, Florida, as amended, to secure a qualified outside consultant to provide Architectural and Landscape Architectural Services ("Services") for miscellaneous projects; and WHEREAS, thirteen (13) submittals were received in response to the RFQ and were reviewed and ranked by an Evaluation Committee; and WHEREAS, the Evaluation Committee ranked the firms in the following order: (1) Zyscovich, Inc., (2) Asterino, and (3) Wolfberg Alvarez & Partners; and WHEREAS, the Evaluation Committee recommended and the City Manager approved the recommendation to select the three top -ranked firms to provide the Services: (1) Zyscovich, Inc., (2) Asterino, and (3) Wolfberg Alvarez & Partners; and WHEREAS, with the City Commission's authorization, the Department of Capital Improvements Program ("Department") shall negotiate Agreements with the highest -ranked firms; and WHEREAS, should negotiations fail with the highest -ranked firms, the Department will attempt to negotiate Agreements with the second -ranked firms; and WHEREAS, upon completion of negotiations, the Department will request City Commission approval for the City Manager to execute Agreements and to commence work under the Agreements; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page I of 2 Printed On: 6/27/2007 File Number.: 07-00815 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager's recommendation to approve the findings of the Evaluation Committee, pursuant to RFQ No. 06-07-010, that the top three ranked firms most qualified to provide the Services, in rank order are: (1) Zyscovich, Inc., (2) Asterino, and (3) Wolfberg Alvarez & Partners, is accepted. Section 3. The City Manager is authorized {1) to negotiate an Agreement with said three top -ranked firms, for the Services. Section 4. The City Manager is further authorized {1} to attempt to negotiate an Agreement with the fourth -ranked firm in the event negotiations fail with the top three -ranked firms. Section 5. The City Manager is directed to present the negotiated Agreement to the City Commission for consideration and approval. , Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2) APPROVED AS TO FORM AND CORRECTNESS: JORGEL. _:- RNANDEZ CITY ETTO-NEY Pootnotes: {1} The authorization herein is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
