RE: Virginia Key Beach Park Project #291 — Funded Through Miaml-Dade
County General Obligation Bonds, entitled "Building Better Communities"
Dear Messrs, Hernstadt and Spring:
The City of Miami (City) and Virginia Key Beach Park Trust (Trust), a limited
agency and instrumentality of the City, have met to discuss the Virginia Key Beach Park
Master Plan, and how the Trust and various City departments can work together to best
realize the Trust's vision.
In our discussions, it became clear that one of the Trust's primary funding
sources, the Building Better Communities Bond Program, should be administered
through the City's Department of Capital Improvements and Transportation (CIT). As
you know, CIT is currently administering the Community Projects funded through the
GOB, and is familiar with the various procedures.
Therefore, we are requesting that Project #291 be transferred to the City for
administration. We understand that the project is currently categorized as a Cultural
project, and would need to be re -categorized as a Municipal project. I have attached the
section of the Code, along with the authorizing resolution of the City Commission, which
established the Trust. These documents should justify the appropriateness of this
request, as it is clear that the transfer proposed is in the best interest of all Miami
residents, and should further the County's goal for the timely completion of bond -funded
projects.
In addition, the City and the Trust have agreed that said GOB funds will be used
exclusively for the construction of the Museum on Virginia Key Beach Park. The City
and the Trust will share in the responsibility of determining how the General Obligation
Bond (GOB) dollars will be disbursed, as well as ensuring that said dollars will be
applied appropriately for the Historic Virginia Key Beach Park Museum Project #291,"
However, all decisions shall be consistent with State, County, and local laws,
regulations, and requirements, including, but not limited to, the City of Miami Code
(Code), as amended.
If you have no objection to the proposed transfer, we would appreciate your
discussing this matter with the City's GOB contact, Meredith J. Nation. We will ask CIT
staff to contact Mr. Jose Galan, the County's GOB contact, in order to understand what
the next steps in this process are. If additional approvals are required from tither County
staff or agencies, we await your direction.
