A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE CITY MANAGER'S RECOMMENDATION TO AWARD A
CONTRACT TO SOUTHWEST TRANSPORTS, INC., D/B/A WESTBROOK
MOTORS, INC., FOR THE PROVISION OF POLICE/FIRE DISPATCHED
TOWING AND WRECKER SERVICES, FOR PRIVATE VEHICLES, AND TOWING
OF CITY OF MIAMI ("CITY") OWNED, LEASED, OR RENTED VEHICLES, FOR
THE DEPARTMENTS OF POLICE AND GENERAL SERVICES ADMINISTRATION;
AUTHORIZING THE CITY MANAGER TO EXECUTE A TOWING/WRECKER
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH SOUTHWEST
TRANSPORTS, INC., D/B/A WESTBROOK MOTORS, INC., FOR A THREE-YEAR
PERIOD, WITH THE OFTiC i:: O EX TEND FOR TWO (2) ADDITIONAL
ONE-YEAR PERIODS; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE CONTRACTS WITH TOWING FIRMS THAT ARE QUALIFIED TO
PERFORM THE SERVICES PURSUANT TO REQUEST FOR QUALIFICATIONS
NO. 04-05-054R AT ANY TIME SHOULD IT BE IN THE CITY'S BEST INTEREST
WITHOUT ANY FURTHER CITY COMMISSION ACTION.
WHEREAS, pursuant to Resolution No. 06-0043, adopted January 26, 2006, the City Commission
accepted the recommendation of the City Manager to approve the findings of the Evaluation
Committee pursuant to Request for Qualifications No. 04-05-054R ("RFQ"), that the firms most
qualified to providing towing services for Police/Fire Dispatched Towing and Wrecker Services for
private vehicles, and towing of City -owned, leased, or rented vehicles, for the Departments of Police
and General Services Administration are: Midtown Towing of Miami, Inc., Nu -Way Towing Services,
Inc., Downtown Towing Company, Blanco Towing, Inc., d/b/a Freeway Towing, Diaz Towing, Inc.,
Banos Towing Services Corp., Molina Towing, Inc., and Ted & Stans Towing Service, Inc.; and
WHEREAS, the RFQ provides that all proposers who meet the minimum qualifications stipulated in
the RFQ are eligible for contract award and authorizes the City, if a need exists, to award a contract to
such qualified firms; and
WHEREAS, Southwest Transport, Inc., d/b/a Westbrook Motors, Inc., meets the minimum
qualifications stipulated in the RFQ and it is in the best interest of the City to award a contract to such
firm ;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager's recommendation to award a contract to Southwest Transport, Inc.,
d/b/a Westbrook Motors, Inc., for the provision of Police/Fire Dispatched towing and wrecker services

for private vehicles, and towing of City -owned, leased, or rented vehicles, for the Departments of
Police and General Services Administration, is accepted.
Section 3. The City Manager is authorized{1} to execute a Towing/Wrecker Agreement, in
substantially the attached form, with Southwest Transport, Inc., d/b/a Westbrook Motors, Inc., for a
three-year period, with the option to extend for two (2) additional one-year periods.
Section 4. The City Manager is further authorized{1) to enter into contracts with other firms that
meet the minimum qualifications stipulated in the RFQ, at any time, should it be in the City's best
interest, without any further City Commission action.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
