Highlights: Calendar Year 2006
• Since the establishment of GILEE in 1992 and ILEE in 1999, 88 programs for 431 law enforcement
executives from Austria, Canada, China, Florida, Georgia, Hungary, Indiana, Israel, Japan, Michigan,
Minnesota, Mississippi, Nevada, New Jersey, New York, North Dakota, Ohio, South Carolina,
Tennessee, Utah, Virginia, Washington, D.C., and West Virginia have been carried out. GILEE
and ILEE also provided 18 special briefings, seminars, workshops and conferences on issues related to
homeland security and public safety for law enforcement officials from Alabama, Arizona, Arkansas,
California, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Mississippi, New Jersey, North
Carolina, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, and Utah.
• In 2006 GILEE and ILEE carried out 11 programs that included:
* Seventeen chiefs and sheriffs from Georgia and Florida who comprised the 14" delegation to Israel.
* Fourteen chiefs from the Israel Police comprised the 12`h delegation to Georgia.
* The first delegation of GBI Crime Lab experts visited the Israel Police Crime Lab. The delegation
included the director and five forensic experts.
* The first delegation of nine members from the Association of State and Territorial Health Officials
(ASTHO) studied emergency preparedness in Israel.
* A special briefing on Radical Islamist Groups by Yehudit Barsky, Director, Division on Middle
East and International Terrorism, American Jewish Committee. It was co -sponsored by the
American Jewish Committee, theAnti-Defamation League, theFederal Bureaurof Investigation, and
the Georgia Bureau of Investigation. Hosted by Cox Enterprises.
* The fourth team of three GBI bomb technicians trained with the Israel Police.
* The fifth team of two Israel Police bomb technicians trained GBI and other law enforcement agents
in Georgia.
* A special briefing on Middle East and International Terrorism by Lt. General Moshe Yaalon,
former Chief of Staff, Israel Defense Forces. Co -sponsored by the Consulate General of Israel.
* A special briefing on Approaches to Counter -Terrorism by Major General Israel Ziv, former
Head of Operations for the General Staff, Israel defense Forces. Co -sponsored by the Georgia
Department of Defense and the Georgia Bureau oflnvestigation. Hosted by the Georgia National
Guard at The Mighty Eighth Air Force Heritage Center in Savannah.
* Miami Deputy Chief and Executive Officer trained with Israel Police and attended the 6" Global
Terrorism conference in Israel.
* GILEE co -convened with the GBI, the Georgia Office of Homeland Security and GEMA a special
conference on Homeland Security and Global Terrorism. International experts addressed more
than 200 officials from 13 states.
• TB S hosted, at Georgia State University, GILEE's send-offreception for the 14"° delegation to Israel (April).
Since the establishment of GILEE in 1992 and ILEE in 1999, they have raised more than $2.2 million. It
is expected that the endowed chair in Public Safety Partnership - to secure GILEE and ILEE' s long term
viability - will be established in 2007. Numerous agencies, corporations, and individuals provided in -kind
support. Fund-raising will focus on accomplishing the goal of the endowed chair and expanding the
operational funds needed for the programs.
