I am requesting funds from LETF in the amount of $100,000.00 for the Miami
Police Athletic League. The PAL program focuses on the prevention of juvenile
delinquency though the use of athletic and educational activities.
When the PAL program was formed in 1995, there were twenty-five (25) youth
counselors, two (2) supervisors and one (1) PAL Director. The annual budget at
that time was in excess of $300,000.00 per year. There were eleven PAL sites
operating throughout the city of Miami. Participants were taken on field trips to
all types of venues in this community.
Presently, we have two (2) youth counselors and one (1) supervisor. We are
operating in only two sites; Liberty Square and the Coconut Grove Gym. Even
though the staff has significantly decreased, the PAL program is still in financial
crisis. There has been a sufficient decline in donations and contributors. Our
attempts to raise additional funds from outside sources have been unsuccessful
and very slow.
Through our program, we have been successful in reaching out to youth and
providing them with sound sporting activities that help build camaraderie and fair
play. Our main goal is to foster positive relationships between police and youth;
develop positive behavior among young people and provide an alternative to
crime, particularly during the hours many youth get into trouble.
Our goal is to maintain the present status and ultimately exceed the program's
current enrollment. However, based on cash on hand and pending donations,
PAL will not be able to continue operating until the end of the year. Without
additional funds from LETF, the PAL program will not succeed.
Attached please find a proposed program budget in the amount of $100,000.00.
