Purpose of Item: A Resolution of the Miami City Commission, accepting the recommendations of the City Manager to approve the findings of the evaluation committee that the top ranked firm, pursuant to RFP 05-06-054, for the food and beverage concession agreement of the city -owned property known as Miami Riverside Center (MRC) located at 444 SW 2nd Avenue, Miami Florida, is Karlen Foods, Inc., d/b/a Tropics Catering; further authorizing the City Manager to negotiate and execute the attached concession agreement with the top ranked firm, Karlen Foods, Inc. d/b/a Tropics Catering, for the management and operation of a food and beverage concession on the City owned property located at the Miami Riverside Center. Director City Manager 5 to 01 Paee 1 of 2 Subject: Concession Agreement with Karlen Foods, Inc. d/b/a Tropics Catering for the operation of the cafeteria at Miami Riverside Center Background Information: On March 24, 2006, the Administration issued a Request for Proposals soliciting proposals from qualified individuals or business entities interested in operating the cafeteria and vending machines at Miami Riverside Center located at 444 S.W. 2nd Avenue, Miami, Florida. Three (3) responsive proposals were received by the City on April 19, 2006. The proposers were as follows: Your Chef, Inc., We're Having a Party, Inc., and Karlen Foods, Inc. d/b/al Tropics Catering. The City Manager appointed the members to an Evaluation Committee to evaluate proposals received in response to the RFP. The Evaluation Committee conducted two meetings to review the proposals: May 9th and May 23`d, 2006. The proposals were evaluated based on specific criteria in the RFP and on oral presentations made by the proposers. The results of the Committee's findings are as follows, listed in rank order based on total points received. 1. Karlen Foods, Inc. d/b/a Tropics Catering 2. Your Chef, Inc. 3. We're Having a Party The Evaluation Committee recommends the City negotiate and execute a Concession Agreement with the top ranked firm, Karlen Foods, Inc. d/b/a Tropics Catering. In the event the City is unable to consummate an agreement with Karlen Foods, they would request that the evaluation committee be reconvened for the purpose of evaluating whether to proceed with remaining two proposals or to reject the proposals and re -bid. Highlights of the Concession Agreement are as follows: Purpose: To provide for the management and operation of the food service concession at the Miami Riverside Center. Term: Three (3) years. Options: One (1) additional three (3) year term. Monthly Fee: 5% of gross revenue from cafeteria services, 5% of gross revenues from vending machines, 5% of gross revenue for catering of City functions, and 10% of off -site, non -City functions prepared at MRC cafeteria.
