"ASSOCIATING WITH UNDESIRABLE PERSONS," REGARDING THE ASSOCIATION IN ANY
MANNER WHATSOEVER, WITH CONVICTED FELONS, SO THAT IT DOES NOT INFRINGE
UPON INTIMATE HUMAN RELATIONSHIPS AND THAT SUCH POLICIES AND GUIDELINES BE
PREDICATED UPON THE FACT THAT SUCH ASSOCIATION MUST ENHANCE OR
CONTRIBUTE TO CRIMINAL ACTIVITY; FURTHER DIRECTING THE CITY MANAGER TO
WORK WITH THE FRATERNAL ORDER OF POLICE TO REFINE THE STANDARDS SO AS TO
NOT INFRINGE UPON THE POLICE OFFICERS' CONSTITUTIONAL RIGHTS.
